Re: 201 Sewer System Capital Improvement Plan
Background: The 2016-2020 CIP for the 201 sewer system calls for the replacement of controls
panels for the Bliss lift stations #1 and #1. In August Seth Peterson of Bolton Menk did a site visit to
the Bliss system. Below are his findings:
At my August 11, 2016 site visit to the Bliss system I looked at the control panels for lift stations 1 and
2. Both panels are original panels dating to approximately 1988. Both panels are stainless steel panels
and appear to be in good condition. At this point I do not think these control panels need to be replaced
and the cost for replacing the panels can be removed from the budget.
However, I did notice a few things at the lift stations that do need some attention. At lift station 1 the
run time meter for pump 1 does not seem to be functioning and the alarm light may also not be
functioning properly. I would suggest hiring an electrician to come out and look at the components in
the panel and replace the run time meter and any other components as necessary. Additionally, I would
suggest having the pumps inspected annually at lift stations 1 and 2 and also at the Bliss treatment
system site (lift station 3 and 4). The pumps are critical components of the system and annual
inspection and maintenance is important for continued reliable operation of the pumps.
It was noted while at the Bliss system that pump 1 in lift station 3 is in alarm. This should be
investigated by a pump service. This should be done relatively soon to make sure there is a reliable
back-up pump available. The pump service could do the annual maintenance on all of the pumps at the
Bliss system at the same time.
