Action Requested: Continue review of the Draft 2013 Budget and 2013-2017 Capital
Improvement Program (CIP) and take the following actions:
• adopt a resolution certifying the maximum property tax levy
payable in 2013, and
• set the date for the public meeting on the 2013 budget and tax
levy.
Deadline/ Timeline: The preliminary levy must be certified to Washington County and the
date of the meeting must be set no later than September 15.
Background: • As a result of the July 31 work session, the following changes
would be made to the budget before final adoption:
o The CIP, and the Capital Improvement Fund expense
budget, would be changed to provide for one new siren
(CIP Project F-009) per year for 6 years starting in 2013 at
the cost of$30,000, assuming a 75% FEMA grant to pay a
portion of the costs.
o In the General Fund, the City Council expense budget
would be amended to eliminate the City Council salary
increase (a reduction of$1,641.)
• Some additional changes may be needed depending upon the
outcome of Council discussion of the expense reimbursement
policy, the health insurance renewal and the employment
agreement for the new City Administrator, or any other issues that
might affect the draft budget.
• The recommended property t� levy would be preliminary, to be
used for the property tax notices that will be sent in November.
The Council may make additional changes to the budget prior to
its adoption in December,but the tax levy may not be increased.
Recommendation: • The Council could decide to continue discussion of the budget at
the scheduled September 5 budget work session. Or, the Council
could adopt the resolution certifying the tax levy at the August 28
meeting, and cancel the September 5 meeting. The levy amount in
the draft resolution is based on the draft budget presented at the
July 31 meeting.
• The Council should also select a date for the required public

meeting on the 2012 budget and tax levy. In 2011, this meeting
was held on the regular December work session date (the second
Tuesday, which this year would be December 11.) The final
budget and levy could then be adopted at the December 18 regular
meeting. You could also consider a different date, between
November 27 and December 26, 2012, for the public meeting.

RESOLUTION CERTIFYING MAXIMUM
PROPERTY TAX LEVY PAYABLE IN 2013
WHEREAS, the City of Scandia has prepared a draft budget for the fiscal year
commending January 1, 2013; and
WHEREAS, the budget requires money to be raised from property taxes on taxable
property in the City of Scandia;
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SCANDIA,WASHINGTO�T COUNTY,�VIINNESOTA, that the
following sums of money are the maximum amounts to be raised by property tax payable in
2013:
2013 Property
General Purpose Tax Levy
General Fund $1,768,078
Debt Service Funds $307,093
Capital Improvem�nt Fund $100,000
Total Property Tax Levy ; $2,175,171
FURTHER BE IT RESOLVED;that said maximum property tax levy shall be certified
to the County Auditor of Washington County.
Adopted by the Scandia City Council this 28th day of August, 2012.
