The Planning Commission discussed issues related to exterior storage of vehicles, recreational
vehicles, and other materials at its meeting in September. The Commission made several
recommendations on key issues, and asked that staff draft an ordinance amendment for review
and discussion at the October meeting. The draft is attached.
The draft includes:
• Draft definitions that the Commission requested, and a sketch that illustrates the
definition of "front setback."
• Updated section on abandoned and unlicensed vehicles to try to clarify that section for
enforcement
• Options for the Exterior Storage section reflecting the Commission's recommendations,
including a table based on parcel size
• Performance standards for storing large recreational vehicles (item 4 A -F) for discussion
• Updates to the parking section per the Commission discussion.
Definitions of Front, Side and Rear Lot Areas
One of the issues for interpretation of the storage requirements for recreational vehicles is the
determination of the front, side and rear lot areas. The City's ordinance permits storage of
recreational vehicles in a side or rear yard as long as those areas are not adjacent to streets
and setbacks are met. The sketch attached shows the front, side and rear yard areas based on
the City's current definition of those areas. Based on the definition, recreational vehicles can be
placed in side yards that are closer to the street than the house, and may therefore be readily
visible from the street.
Hugo and many other cities use different definitions of front, side and rear lots. If these
definitions are used, recreational vehicles placed in a side yard could not be closer to the street
than the house. The attached sketch shows the yard areas based the Hugo definitions.

Scandia definitions of yard areas:
Yard, Front: a yard extending across the portion of the lot facing a street between the
inner side yard lines and lying between the front line of the lot and the nearest building line,
except for buildings on Recreational or Natural Environment Lakes, where the front yard faces
the water.
Yard, Rear: a yard extending across the rear of the lot between the inner side yard lines
and lying between the rear line of the lot and the nearest building line.
Yard, Side: A yard between the side line of the lot and the nearest building line.
Hugo definitions of yard areas:
Front yard means the yard across the full width of the lot extending from the front lines of
the principal building to the front lot line.
Rear yard means the yard between the rear lot line and the rear line of the principal
building and the side lot lines.
Side yard means the yard between the principal building and the adjacent side of the lot,
and extending entirely from the front yard to the rear yard.
