CITY OF SCANDIA
Scandia City Council
14727 209th St N
Scandia, MN 55073
Thank you Mayor Simonson and Council Members for meeting with me today to see if
we can come to an arrangement or make a plan that makes the city residents happy and
puts us in a position to continue to bring our Unique Animal Encounters to the public.
As you know, I have weird animals and have had them going on 12 years now. From the
beginning I have followed the Ordinance in place by Scandia as far as the exotic animals
go. The ordinance I'm referring was: "No lions, tigers, bears, wolves or Similar"
animals are to be housed in the limits of New Scandia Township. In other words No
Large Carnivorous Animals. As I stated above, this was the only rule I had to govern my
collection as far as ordinances go with species. In the creation of our business I have
added to this ordinance but made it stricter. My bylaws state NO Carnivorous Animals
above SOlbs and absolutely No poisonous animals will ever be housed, showed or
transported by COCK-A-DOODLE ZOO or any of its persons representing the Company.
In recent years, our business has changed to a public 501(c)(3) organization. My reasons
for changing this way was I wanted to be different from my competition in a way that
brought a very unique message of education to the petting zoo world. What I mean is,the
non profit status aliows me to bring corporate, individual and other professionals in to
help create our message of Planetary Sustainability through Conservation and Recycling.
I want to tie or brand is a better word an Animal, such as a Alligator,to a product, such as
Aluminum. With this branding process we will bring video, audio, visual, and print
medias to the public through our exhibits. We will get both adults and children to take a
new look at recycling and conservation and how it directly affects both our world and the
animal kingdom and how simple at home habits will in fact change the world. T'he non
profit funding sources allow me to do this that no other private animal entity could
sustain or compete with.
This year 2012, we have set up our Unique Animal Encounter displays at over 30
different venues such as county fairs, community events, and private events. I will guess
that in all over 200,000 people have experienced the hug of"Captain"our Red Kangaroo
or they have held"Roger"our American Alligator or any of our other unique animals at
one of our set ups. We have NEVER had an accident or incident with the public. We set
up our more risky animals (primates, raccoons, foxes ) away from direct contact but,
close enough to view their beauty and amazing features. We were voted the number One
new venue at 4 different County fairs this year by over 60%of those polled. We are
making a difference and making people notice. This will ultimately CHANGE THE
WORLD!!
What I am asking for/from the City of Scandia is that I get your blessing to continue to
build this SUSTAINABLE SAFARI thru what ever means you feel we can legally
accomplish this. In the new ordinance of November 2011 you outlawed my operation
from growing. I need to find a way to make that go away! What I mean is I don't need
more acreage allowances (as I said before my animals are small ) I need to be able to add
new species. My barn is capable of holding my complete inventory and growth potential
within the inside if need be, but would like to house outside in the fresh air during
summer months. The barn houses everything inside during the cool months. I need to be
able to add kangaroos or any of the 1000's of Herbivores, Omnivores, Birds, or
Insectivores that are on this beautiful planet. I Do Not need Carnivores to make this the
most professional and talked about teaching exhibit in Minnesota.
I am currently replacing all my exterior perimeter fencing to limit as best we can the
public from accessing the animals and the animals from accessing the public. We have
commercial gates and locks on all doors. Security Cameras and alarms are being quoted
out and we are randomly inspected by the USDA, DNR, and BOAH to insure the animals
are cared for and the public is safe. I have one million dollar liability insurance policy to
cover the accidents if they occurred. The last step is securing our future here in Scandia!
Thank You,
Robert Pilz

Dear Cock-A-Doodle Zoo:
I just wanted to send you a quick note to let you know how happy we were with the
quality show that you provided for us at the Houston County Fair. Your animals were the talk
of the fair. There always seemed to be a steady line of kids, as well as adults, going through
your tent. It worked extremely weil that you provided animals for our Rod and Gun Club as
well. I loved the fact that you took the time to hold the animals so that the children were able
to pet them and have the hands on learning. .
We have had some bad experiences with petting zoos in the past. I was a bit leery to
jump into a contract. I am ecstatic that I did. When we asked for a list of animals that you
would provide, you did not hesitate and provided what you said. It is understanding that a few
may change do to uncontrollable reasons, however you provided the number that you
promised. Thank you very much for that. It has been a pleasure working with you this year.
We look forward to working with you next year, and hopefully many more to come.
Thanks again. I have enclosed photos out of the local newspapers as they highlighted the fair.
Both of the local papers had pictures of Cock-A-Doodle Zoo.
Sincerely,
