08.a PRC 06.03.2024 DRAFT minutes City of Scandia Parks and Recreation Committee Monday, June 3, 2024 A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom. Present: Terry Gorham (Chair,) Greg Zauner (Vice-Chair), Kim Johnson, and Dustin Hegland. Also Present: Heather Benson (City Council Representative), Kyle Morell (City Administrator,) and Brenda “Bee” Stignani (Office Assistant.) Gorham called the meeting to order at 6:00 p.m., a quorum was present. PUBLIC FORUM None APPROVAL OF AGENDA Johnson moved to approve the agenda, seconded by Hegland. Motion carried unanimously. APPROVAL OF MINUTES Gorham called for any additions or corrections to May 6, 2024 minutes. No additions or corrections were submitted. The minutes stand approved as documented. REPORTS Chair Report Gorham stated his only report will be comments on the agenda item for the Midco Day planning. OLD BUSINESS Capital Improvements – Community Center Courts Morell reported that the only new item to report is a new scenario to consider which Public Works is investigating is to convert the south end of the rink to seasonally temporary pickleball courts. These would be in addition to the project at the Community Center Tennis Courts. Morell anticipates Council will be presented with bids on the project at the regular June Council meeting. Stignani requested consideration for a board in the Community Center playground for posting park related notices. Items like Art in Action Camp, Story Contests, Earth Day activities, etc. Morell presented Fitness Court concept that has been presented to the city recently. A 3-minute video presentation of explanation failed to play with sound, so staff will send the link to all committee members via email. Morell suggested further discussion to consider if Scandia is a good community for this outdoor recreational fitness center consideration in the year 2026 or later as the grant offered only offsets the cost slightly. Morell reported receiving an editable version of the MSA Master Parks Plan for being able to update as projects are completed or new ideas are brought forward. Community / Internet Day 2024 Gorham reports he will meet with Patti Ray to discuss the overall plan prior to a meeting with Midco representative Rhonda. He anticipates it will operate much like the 2023 event. Gorham has made requests to Public Works (picnic tables, trash cans, etc.) and will work to gather volunteers to set up the Lions’ tent. Midco will work directly with Meisters to address the timing of food preparation that was an issue last year. Requested staff order a portable toilet for the event. Children’s Story Path Stignani reported receiving Lions, Tacos, and Dala …. Oh My! Entries from two 3rd grade classrooms and 3 stories for the Internet Contest. Gorham will stop by Scandia Elementary School’s office next week to collect any last- minute submissions. Staff will devise a way to narrow down the choices for selecting the 8 finalists for the Lions contest to be displayed in connection with Taco Daze at the July 1st PRC meeting. If additional stories are needed, June 3, 2024 Scandia Parks and Recreation Committee Page 2 of 2 information about the contest can be included with the build a pine cone bird feeder event at National Night Out. PRC Operational Calendar Discussion after reviewing the proposed 2025 PRC Operational Calendar changes concluded to move Reviewing and updating the Master Parks Plan to February to allow time for discussion in both March and April if needed. A request would be complete in the May PRC meeting to go to the Capital Improvement Committee. And there is no reason to specifically discuss CIP in July, remove it from the calendar. Any CIP concept could be added to any meeting agenda as items come up, but on February – May would remain on the schedule as a guide for future PRC members. No additional comments on the 2024 calendar other than clarifying Taco Daze Pickleball is the only PRC event that is Gorham will organize again.
