Subject: Lakes Area TV Joint Powers
Background:
The Forest Lake Cable Commission (Lakes Area TV, Commission) was formed in 2007 when
Forest Lake, Columbus, Scandia, and Midco signed a 15-year joint power agreement. Sometime
between 2017 and 2018, the City Council moved to withdraw from the Commission. In 2021, the
Council approved Resolution 2021-32, which is attached, confirming the City’s interest in rejoining
the Commission. The previous Administrator was then asked to present the Resolution to the
Forest Lake and Columbus City Councils, requesting their approval to rejoin the Commission. This
step was never taken.
In March, Lakes Area TV Access Coordinator Paul Peterson met with the Council to again discuss
the fees the City is charged for filming meetings and rejoining the Commission. He stated he would
talk with the Commission Board and come up with a path for the City to follow. Paul was able to
provide the following steps to rejoining the Commission:
Scandia redo/approve resolution from city council. (just a re-approval of “Resolution NO
2021-32)
Bring approved resolution before Forest Lake and Columbus councils.
Forest Lake and Columbus will decide if to approve Scandia rejoining,
Scandia to attend a cable commission meeting (after both cities approve)
The commission will discuss/approve rejoining.
Scandia must agree to pay for all costs related to rejoining (attorney fees).
Then, it can be brought to a lawyer to have the Joint Powers rewritten or amended to add-in
a rejoining section, which all cities must approve. (Scandia can use their attorney)
Scandia will list what they expect from LATV for services (mainly to ensure I have the time).
I have attached Resolution 06-18-24-03 confirming the City’s interest in rejoining the Commission.
If approved, I will work with Paul to follow the abovementioned steps to rejoin the Commission.

CITY OF SCANDIA
A RESOLUTION CONFIRMING THE CITY OF SCANDIA'S INTEREST IN REJOINING
THE FOREST LAKE CABLE COMMISSION
WHEREAS, the City of Scandia collects cable television franchise fees under cable franchise agreements
which are used for Public, Education and Government (PEG) television programming including the digital
broadcast of government meetings;
WHEREAS, the Forest Lake Cable Commission has operated the area's public access television station,
Lakes Area TV, for the purposes of educating, promoting local communities, and providing public service
programing to the region, in part through the collection of PEG fees and is able to provide this service to the
City of Scandia;
WHEREAS, the City of Scandia was formerly a member of the Forest Lake Cable Commission;
NOW, THEREFORE BE IT RESOLVED, the City of Scandia hereby requests the opportunity to
consider the reinstatement of its membership in the Forest Lake Cable Commission.
