Action Requested: Consider approving a proposal from the Friends of Scandia Parks and
Trails to install bike route signs, as recommended by the Park and
Recreation Committee.
Deadline/ Timeline: N/A
Background: . The Friends of Scandia Parks and Trails received a grant to be
used for trail signage. They had initially proposed signs on one or
more of the routes designated by the City in its 2011 Trails Plan.
However, because of the cost, they have scaled it back to include
signs only on city streets and a shorter route than any of the trail
loops shown on the plan.
• The Park and Recreation Committee reviewed the proposed route
at its July 2, 2012 meeting and voted to support the proposal.
Recommendation: I recommend that the Council support the proposed trail route,
contingent upon 1) approval of signs and installation by Maintenance
Superintendent Tim Kieffer, 2) compliance with the MUTCD (Manual
on Uniform Traffic Control Devices) and 3) final acceptance of the
donation from the Friends of Scandia Parks and Trails by City Council
Resolution as required by state law, after completion of the project.

Bike Route Committee Meeting

We determined a new bike route proposal utilizing a maximum of City of Scandia right
of way. The proposed route is:
1) Lion's shelter as a trailhead.
2) From the Lion's shelter east on Old Marine Trial to
3) North on Oxboro to
4) Northwest on Oakhill to
5) West on 209�' St. N. to
6) South on Olinda to
7) West on 205�' St. N. to
8) South on Mayberry to
9) East on 195'h St. N. to
10) Straight ahead across Olinda to the Lion's shelter.
Bike route signs, with directional arrows, would be placed in the clockwise and
counterclockwise directions before each of the above junctions on the route. Route
confirmation bike route signs would be placed on the route after each turn. We would
place no signs on any County right-of-way. Any signs pointing to a turn on a County
road would include another sign on the same post stating that the bike route resumes at
such and such a street. These "Resume" signs would be for the turns at 4) and 6) above.
The FSPT would ask that the City of Scandia kindly perform the sign installation. If it is
feasible for the FSPT to help with installation, the City could simply install the lower
section of each post and the FSPT would bolt on the upper post section and the
appropriate bike route signs and arrows. Our estimate is that a total of 20 sign sets would
be involved. By this is meant that there would be 20 bike route directional signs (10
clockwise and 10 counterclockwise) plus 20 signs confirming the route.
Two sign posts near the trailhead would include "Trailhead" signs.
At the Lion's shelter Trailhead and at the Community Center would be installed:
1) A panel with glass or Plexiglas front would be installed inside the Lion's shelter
and contain a copy of the complete Scandia Trail map (the map prepared in the
Trails meeting led by S. Busse last year).
2) A box with paper copy maps of the signed bike route.
3) A FSPT donation box.
The FSPT will present this proposal to the Scandia PRC to get their approval prior to
preparing a final plan (showing precise location for each sign) for review by the City
Council. A permit application along with the final plan would be sent to the County. As
implied by the review of the first plan we presented to the City, this application would be
sent to the County by the City. The FSPT could handle purchase of all posts and signage.
It appears that the signage items and the Trailhead map displays could be within the
amount of the grant funds available in the FSPT account. If more money is needed, the
Bike Route Committee suggests that we use some of the other funds in the FSPT account.
We trust that the FSPT can prepare a plan sheet for sign locations adequate enough to
provide the City Public Works manager all that is needed to properly install the signs. In
other words, we hope to be able to work with the City to keep any engineering charges to
a minimum.
