Background:
Engine 5180 is scheduled to be replaced in 2013 per the Capital Improvement Plan. The 2013
CIP has a budget of$300,000 for replacement of Engine 5180. A committee of Fire Department
personnel has been meeting to discuss specs for the new engine. Through their research they
have discovered that in order to equip the engine as a backup rescue unit,the cost will be closer
to $350,000.
Issue:
Chief Finnegan will be at the workshop to get direction from the Council on how they should
proceed given the new cost estimate.
Proposal Details:
Chief Finnegan will be able to provide more details about the proposals and answer your
questions at the workshop meeting.
Fiscal Impact:
Engine 5180 is the only planned expenditure from the Equipment Replacement Fund in 2013. If
the Council approves the higher amount($350,000) that will increase debt payments over the
course of the equipment loan. Past practice has been to only make an interest loan in the first
year the equipment certificate is issued and then begin principal payments in the second year. So
the impact to the budget will be most noticeable in 2014 and thereafter.
Options:
1) Provide direction to the Fire Department to continue to spec out an engine that can also
operate as a backup rescue vehicle and therefore anticipate increasing the budget.
2) Provide direction to the Fire Department to stick to the $300,000 budget regardless of
specifications.
