City of Scandia Parks and Recreation Committee Monday, August 5, 2024
A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom.
Present: Greg Zauner (Vice-Chair,) Kim Johnson, and Dustin Hegland. Absent: Terry Gorham (Chair.) Also Present:
Heather Benson (City Council Representative), Kyle Morell (City Administrator,) and Brenda “Bee” Stignani
(Office Assistant.) Zauner called the meeting to order at 6:00 p.m., a quorum was present.
PUBLIC FORUM
None
APPROVAL OF AGENDA
Hegland moved to approve the agenda, seconded by Johnson. Motion carried unanimously.
APPROVAL OF MINUTES
Zauner called for any additions or corrections to July 1, 2024 minutes. No additions or corrections were
submitted. The minutes stand approved as documented.
REPORTS
Chair Report
Zauner presented Gorham’s written report.
• Morell clarified for Benson adding the updates to the Barton Johnson tennis court would add up to
$140,000 to the project and that Council will be revisiting this project at the Work Session Wednesday
night. Morell presented the Work Session staff report with the staff recommendation of the layout for
one permanent tennis court, one permanent pickleball court, and one multipurpose court that can
accommodate one tennis game or up to four pickleball games over the same space.
• Zauner requested staff send the current instructions for the Internet Story Contest to him so that he can
forward it to the youth director at Elim Church in an effort to find more story entries.
Public Works Report
Zauner presented Fischer’s written report. Zauner reported contacting different manufacturers of story
stands. All styles require laminating the pages; even if precipitation is sealed out, condensation will cause
damage at some point to all pages.
Motion by Zauner, seconded by Hegland, to purchase 8 story board holders as recommended by Fischer for
Lilleskogen Park and a 9th one for the Community Center Playground, if that is what Fischer has in mind.
Motion carried unanimously.
Staff Report
Stignani prepared a written report.
OLD BUSINESS
Capital Improvements – Community Center Courts
Zauner stated this topic was covered in the Chair Report. No further comments.
Community / Internet Day 2024 – Scandia Community Fun Night
Zauner stated this topic was covered in the Chair and Public Works Reports. No further comments.
PRC Operational Calendar
Zauner requested suggestions for Vinterfest. Discussion regarding food trucks concluded Benson would provide
Zauner with the name of a dessert food truck from an event she had attended and Johnson will inquire if the
Sons of Norway would be interested in providing some kind of a dessert. The Lions and Deep Roots Concession
trucks are expected to return. Zauner requested Morell contact the Bank to request $500 sponsorship for fire

dancers. Zauner has cleared his request with Public Works and Fire Chief Hinz and will provide Morell with more
details so he can prepare a letter of request. Johnson to follow up to see if the dog sled organization would be
available to offer rides as they were pre-booked at Vinterfest 2024.
