7-30-14 ww committeeJuly 30, 2014 A meeting of the Scandia Wastewater Advisory Committee was held on the above date. The meeting was called to order by Chris Ness at 6:30 p.m. In attendance were: Council member Jim Schneider, Chris Ness, Holly Kaufhold, Brad Bergo and Wayne Schmidt. Staff Kristina Handt and Tim Keiffer. Members absent were Dan Cartier and Doug Salmela. Motion by Schneider, seconded by Bergo to approve the minutes from the April 8, 2014 meeting. Motion carried. Motion by Schneider, seconded by Ness to approve the agenda. Motion carried. Activity Report The committee reviewed the staff report from Public Work Director Kieffer regarding activities related to the sewers since the last meeting. “201” Test Results Kieffer reported on the July test results. Well D was a little higher in nitrate but not alarming and we will continue to monitor. Well B is being used as a piezometer. “201” System Budget for 2015 Handt presented the 2015 budget and 2015-2019 CIP for the 201 system. No changes were recommended by the committee. Uptown System Budget for 2015 Handt presented the 2015 budget and 2015-2019 CIP for the Uptown system. No changes were recommended by the committee. Expansion of A/E Drain field and Additional Property Jordan Schroeder had approached the city about buying 4.5 acres to add on to the A/E drain field. Council referred the matter to the committee for a recommendation. Motion by Schneider, seconded by Kaufhold to recommend to the Council not to pursue the land unless the cost was under $50,000. Motion carried Raising Access Riser in the 201 System Bergo shared his dissatisfaction that his access riser is 6.5 inches above grade. It is located in the center of his yard on the lakeside. He expressed concerns about falling over the rise and also driving a snowmobile over it in the winter. Mike Gavin, representing his mom, Barb Gavin, 19146 Layton Ave was also upset about the new height of the risers. He commented that no letter had been sent out to warn residents it was even going to happen. Staff had raised the risers as tanks are being pumped to be consistent with MN Rule Chap 7080 and also help address inflow and infiltration issues. Schneider commented that the riser do not have to be above grade since they were install prior to 2008. He recommended that if owners want them at grade to move it as long as it’s not susceptible to I & I. Staff commented that everyone would want it moved and we would not be consistent if some got it changed and not others. Ness asked that this be on the next Council agenda. It will be added to the August 6 Council work session and members of the public are invited. Future Meeting Date / Agenda The next meeting is scheduled for Wednesday, October 22, 2014 at 6:30 p.m. The agenda will include testing results and an update on the 201 improvement project.
