Chair Jinks called the meeting to order at 7:00 p.m.
PUBLIC FORUM
There were no comments.
APPROVAL OF AGENDA
Motion by Zauner, seconded by Gorham, to approve the agenda. The motion carried 5-0.
APPROVAL OF MINUTES
Motion by Hegland, seconded by Zauner, to approve the October 3, 2016 minutes. The motion
carried 5-0.
REPORTS
Chair Report
Jinks informed he attended the October 18 City Council meeting. He shared concern regarding staffing
of the Wojtowicz Skate Park that did not come before the Parks and Recreation Committee prior to
going to City Council. Negus informed City staffing does not require Parks and Recreation Committee
recommendation for hiring.
City Administrator Report
Administrator Soltis provided a written report. Jinks noted the National Park Service sign was
vandalized within a week after installation. Zauner recommended a polycarbonate cover be used rather
than acrylic.
Jinks pointed out the request for $1,800 for bike trail signage and $2,000 for Lilleskogen was not
included in the 2017 proposed budget.
Jinks encouraged Committee members to review the 2040 Comprehensive Plan update for future
recommendations.
NEW BUSINESS
Vinterfest Kubb Tournament
Jenna Mertes approached the Committee to propose a kubb scramble tournament be held during
Vinterfest on Saturday, January 28, 2017. Mertes explained kubb is referred to as "Viking chess" with 5
meter by 8 meter pitches. The tournament would last approximately 4 hours and run from noon to 4
p.m. Mertes proposed the tournament be held at the t -ball field on Oakhill. Mertes and other
organizers would be in charge of preparing the playing field and staking out pitches. There would be a
$5 to $10 registration fee for participants. Teams could consist of 2-3 players or up to 6 players. Jinks
informed of Vinterfest donation guidelines and suggested an in-kind donation.
Motion by Jinks, seconded by Zauner, to approve the proposed kubb scramble tournament as a
Vinterfest event to be held Saturday, January 28, 2017.

Finalize Vinterfest Planning
Negus informed the Pleasant Valley Cloggers are able to return to Vinterfest with two performances.
The Cloggers requested the performances be scheduled around the same time as the snow sculpture
contest in hopes of attracting a larger audience. Jinks recommended the performances be held from 11
a.m. to 11:45 a.m. and 1:15 p.m. to 2 p.m. Negus informed the performances would be held outside
unless the weather is not suitable.
Negus informed Bolton and Menk are once again donating $100 for the snow sculpture contest cash
prizes as well as medals for the participants.
Jinks shared he has not yet received approval from Scandia Elementary for participation by sixth
graders in a Vinterfest button design contest. The Committee agreed to approve the contest rules as
provided by Zauner should we receive approval from Scandia Elementary. Although the Committee
approved a $25 cash prize for first place in the contest at its October 3 meeting, this has not yet been
presented to the City Council.
Zauner agreed to contact Elim church for support of promoting sledding during Vinterfest. Jinks will
contact Jeni O'Brien for support creating promotional materials and will ask Mayor Simonson if he
would like to continue his role as Saami Reindeer Herder Elder. Jinks also offered to contact Alex
Bildeaux to see if he would be willing to donate wood for bonfires as he has in the past.
Park Play Days - New Summer Program
Negus explained the proposal for a new program called Park Play Days to be offered through the
YMCA. Two sessions of the program would be offered Monday through Thursday for five weeks each.
Negus recommended the Committee consider requesting $2,000 additional funds in the proposed 2017
budget to partially fund the program's staff and supply expenses. Committee members agreed that if
the City Council does not approve the additional $2,000 in the budget, the program would not be
offered.
Motion by Zauner, seconded by Hegland, to request an additional $2,000 included in the 2017
budget proposal to support the Park Play Days program.
