8.g administrators reportSCANDIA Staff Report Date of Meeting: November 15, 2016 To: City Council From: Neil Soltis, Administrator Re: Administrator's report Log House Landing Boat ramp —Jim Shaver and I met with a DNR engineer regarding the design for the ramp. Preliminarily, it appears as though the use of concrete planking is a feasible alternative for a major portion of the project. The National Park Service sign to be placed at Log House Landing was installed and vandalized within the week after installation. IT Cabling — Web Electric has extended electrical service to the location that will be used for the telephone and cable demarcation along with the IT equipment. Midco and Silver Communication are scheduled to complete the move the week of November 21St. Record storage —The space available for record storage of property files has been exhausted. Chick Preisler has looked at the wall between the 2 stor5'x89' storage rooms and sees no issues in removing the wall in order to create a more usable space. Veterans Memorial — The Veterans Committee has submitted a landscaping plan for the memorial and is proposing to install the flagpole at the site next week. Further work on the monuments will be postponed until next year. A soil compaction test will be needed in advance of the installation of the monuments. Refuse —There has been a rash of dumping incidents in various areas that has required the Public Works Department to perform cleanup and disposal. Wastewater Advisory Committee — The vacancies for the Bliss and Uptown sewer system representative on the Committee have been posted on the City's website. Applications are due on December 2 for consideration at the December 7 work session. A mailing will also be sent to all Bliss system customers. Complaints — We have received complaints about and sent out notices to property owners for 2 accessory building issues and 1 driveway issue. Solar farms — Eckberg Lammers is working on drafts of the development agreements for the Ameresco and Argo Navis / Geronimo solar farms. PUBLIC WORKS ACTIVITIES Safety—The Public Works crew attended the SafeAssure now plow training session on November 9 Roads and rights-of-way: • Adding material to the deteriorated road shoulders that was started in August 29 at the northwest corner of the City is nearing completion. • Repairs were made to the areas on 2051h, Mayberry, Maxwill and other streets where the sealcoating from 2012 / 2013 has delaminated. • The street name signs for the streets that were sealcoated in 2016 were delivered on 11/9 and will be installed as time permits. • The "no parking" signs have been installed on Meadowbrook north of 97 • Replacement signs were installed on Oakhill, 230', Parish and repair made to a sign on 188th • The gravel roads were graded for a final time at the end of October • Repairs were made to the Log House Landing ramp and rock added in addition to improvements to inhibit the storm water runoff into the St. Croix River. • Peterson Excavating has repaired the ditch and a culvert on 182nd St that was impacted by runoff from an adjoining property. Parks and Grounds • Final mowing off all parks and the community building have been completed. • Work is progressing on the replacement of the broken dasher boards and kick plates. The replacement materials have delivered and the plywood backing boards are being painted. Installation should be completed by November 18. • The refuse containers at Goose Lake landing and the lighted ballfied were removed for the season. • Sentence to Serve workers are still scheduled in November to continue the invasive species removal at Lilleskogen Park • The bike route sign provided by the Friends of Scandia Parks has been installed on 209" by the warming house drive -up Sewers: • The November sewer inspections and testing has been completed. • General Repair has inspected and performed annual maintenance of lift station pumps at Bliss, Anderson -Erickson, and Uptown systems. • Peterson Excavating has raised the covers on 7 septic tanks in the Bliss addition. • There was 1 pump failure in the Anderson -Erickson system that required an emergency pumping and replacement of the septic pump • Draw down tests have been completed on the lift station pumps in order to calibrate the flow rates. Community Building • The crew assisted with election equipment set-up and removal • Adjustment were made to the shelving in the storage room to make room for the IT/telephone demarcation Equipment • The plow equipment has been inspected and prepped for the snow season • Wheel bearing and hydraulic cylinder repairs were completed on the Sterling plow truck Projects for the next moth include: • Continue adding material to road shoulders • Complete the dasher board and kick plate replacement at ice rink. • Street name sign replacement • Tree removal from ditches
