ORDINANCE NO.: 178
AN ORDINANCE AMENDING ORDINANCE NO. 151 REGULATING THE PARKING OF VEHICLES IN
THE CITY
The City Council of the City of Scandia, Washington County, Minnesota hereby ordains:
Section 1. Definition. For the purposes of this ordinance Street shall be defined as the entire
strip of land traversed by a highway or street which the public owns the fee or an easement for
roadway purposes.
Section 2. No Parking Zones. It shall be unlawful for any person or organization to cause,
allow, permit or suffer any vehicle to be parked on the r streets located
within the City in areas designated as no parking zones and so posted.
Section 3. Designated as No Parking Zones
• 185th St. N: 300' west from Langley Ave. N
• 188th St. N the north side 1,400' west of Norell Ave, the south side 900' west of Norell
Ave.
• 205th St. N: the south side from the Soo Line Railroad tracks to the boat launch parking
area.
• 209th St.: both sides of 209th St. N between Olinda Trail and Oakhill Drive.
• 238th St. N: both sides 1,300' east from Lofton Ave. N
• Lake Lane: both sides from Lofton Court to Bone Lake
• Langley Ave. N: from 185th St. N to Langley Court N
• Log House Landing: the west side of platted Otis St.
• Meadowbrook Ave. N: both sides north from STH 97
• Mayberry Ave. N: 500' east and 500' west from DNR boat ram
• Melanie Ave. N: both sides 1,000' south from 238th St. N
• Norell Ave.: both sides 150' south of 188th St. N
Section 4. Snow and Ice Removal between November 1 and April 30. Between November 1
and April 30, on -street parking shall be permitted in the City if the on -street parking does not
interfere with the removal of snow or ice from City streets. If a parked vehicle interferes with
the removal of snow or ice from a City street, the vehicle shall immediately be removed from
the street by its owner. It shall be unlawful to park on any City street when on -street parking
interferes with the removal of snow or ice until the snow removal operation is complete on the
City street. If a motor vehicle is determined to be in violation of this section, the City is
authorized to issue a citation and cause the motor vehicle to be removed at the owner's
expense in accordance with Minn. Stat. 16913.035.

Section S. Unobstructed Width. No person shall stop, park, or leave standing any vehicle,
whether attended or unattended upon the paved or improved or main traveled part of any
street, road or byway located within the City when it is practical to stop, park, or so leave such
vehicle off such part of said street, but in every event a clear and unobstructed width of at
least 20 feet of such part of the highway opposite such standing vehicle shall be left for the
free passage of other vehicles and a clear view of such stopped vehicle shall be available from a
distance of 200 feet in each direction upon such street.
Section 6. Recreational Vehicles. Recreational vehicles as defined in Chap.1, Sec. 4 of the
Development Code, may not be parked on any public street for more than a period of twenty
four (24) hours.
Section 7. Parking Near Mailboxes. No vehicle shall be left standing or parked on the street of
the city within fifteen (15) feet of any mailbox on Monday through Saturday.
Section 8. Violations and Penalties. Any person violating any provision of this ordinance shall
be guilty of a petty misdemeanor and shall, upon conviction thereof, be punished according to
law. When any police officer finds a vehicle unattended upon any street or road, where such
vehicle constitutes an obstruction to traffic, such officer is hereby authorized to provide for the
removal of such vehicle at the owner's expense.
Section 9. Repealer. Ordinance No. 151 adopted January 21, 2014 is hereby repealed.
Section 10. Effective Date. This ordinance shall be in full force and effect upon its adoption
and publication according to law.
