Re: Wastewater Advisory Committee Appointments
Background: In October Doug Samela and Holly Kaufhold resigned from the Committee.
Doug was a citizen representative for the Bliss addition system with a term expiring on February
1, 2021. Holly was the citizen representative for the Uptown system with a term expiring on
February 1, 2018.
Applications were solicited on the City's website and notices were sent to the residents that are
served by the Bliss sewer system.
Issue:
How would the Council like to proceed with Committee appointment(s)?
Proposal Details:
The application deadline for these vacancies was Friday, December 2nd. We received
applications to fill the vacancy from the following residents, both of which came from Bliss
residents. Copies of the information submitted follow this report.

In the 1990s, in addition to working full time as an Engineering
Technician, I worked with an excavation contractor, part time, on
weekends, performing site evaluations and designs for onsite sewage
treatment systems, primarily for residential properties in the North
Metro area. At that time, the Minnesota Pollution Control Agency
(MPCA) was beginning to establish criteria for these installations,
including mound systems, for sites that had non -conforming
permanently saturated soil levels, that were too shallow for below
ground installations.
The MPCA in co-operation with the Minnesota Onsite Sewage
Contractors Association, now the Minnesota Onsite Wastewater
Association (MOWA) developed a certification program through the
University of Minnesota Ag Campus in St. Paul, to certify contractors
for site design, installation, and also pumping and maintenance of
existing systems. The contractor I worked with, and I, attended this
course work, and passed the three hour written knowledge test, and at
a later date, also passed the field knowledge and skills examination,
resulting in an MPCA certificate that allowed us to do this work in
Minnesota.
