Re: Comprehensive Plan Steering Committee
Background: The work plan for the Comprehensive Plan update proposed by Bolton Menk calls for the
establishment of a Steering Committee consisting of 10-12 members from a mix of staff, elected and
appointed officials, and community volunteers. The work plan calls for the initial workshop to take place
in January or February of 2017. To date applications for community volunteer positions on the Steering
Committee have not been be solicited and the composition of the Steering Committee has yet to be
determined. Typically appointments to Commissions and Committees have taken place at the January
work session or January Council meeting.
Issue: Should applications for community volunteer positions on the Steering Committee be
solicited at this time?
Proposal Details: The Steering Committee is intended to act as a sounding board for community issues,
land use policies, and goals and will actively take part in the development of the Comprehensive Plan by
providing high level guidance and recommendations. Members will be asked to commit to participating
in three workshops, beginning in January or February, and ending in September. The total time
commitment is a minimum of 2 hours per workshop in addition to any preparation time in advance of
the workshops. The structure for the Steering Committee workshops and the proposed timeline are
provided below:
Workshop #1: The first workshop will include background on the Comprehensive Plan
process and City data and projections. Committee members will complete a SWOT analysis
to identify critical issues.
Workshop #2: The second workshop will review the results of the SWOT analysis, the input
from the Focus Groups and the initial pop-up meeting. Committee members will provide
input on the content of the online community survey.
Workshop #3: At the third workshop, the Committee will review the results of the online
survey and provide recommendations on the Land Use Plan.

Options:
1. Seek applications for review at the January work session or January Council meeting
2. Defer action until January when the new Mayor and Council are seated and the composition
of the Steering Committee has been determined.
Recommendation: Option 1— If the intent is for a yet -to -be -determined number of community
volunteers on the Steering Committee, seeking applications in December will facilitate the
appointments to the Committee and will keep the process on track for an initial meeting in January
or February.
