Subject: Coller Minor Subdivision
Background:
In 2013, Richard Lund and Virginia Coller applied for a Minor Subdivision to create a new lot
between their two properties, as a lot line adjustment was not permitted. The passage of Resolution
12-17-13-03 approved their application. I have attached the Laserfiche file for the application for
reference.
Issue:
The Minor Subdivision was never fully recorded with Washington County, so the new lot was never
created. Mr. Lund has since passed away, and his daughter and her husband live on the property.
Ms. Coller and Mr. Lund’s daughter, Annalisa Gonzales, approached the City about completing the
lot creation. A review of the document they provided showed that the Resolution and Development
Agreement approved by the City was recorded in the County. Staff suggested Ms. Coller and Ms.
Gonzales call Washington County to see what they would require to complete the Minor
Subdivision’s recording. The County has requested a revised Resolution with Richard’s name
removed and Annalisa and her husband added since they are the current property owners.
Resolution 10-15-24-04, an updated version of Resolution 12-17-13-03, is attached for your
approval. Once approved, Ms. Coller and Ms. Gonzales will record it at the County and complete
the Minor Subdivision.

RESOLUTION NO. 10-15-24-04
APPROVING A MINOR SUBDIVISION FOR PID 170322042001
WHEREAS, Kevin J and Annalisa M Gonzales and Virginia R. Coller have made an
application for a Minor Subdivision to create a new 3.647-acre parcel by subdividing a parcel
with a Parcel Identification Number 1703220420001, located on Lofton Avenue north of Scandia
Trail North (Trunk Highway 97); and
WHEREAS, the property is legally described as follows:
Part of the Southwest Quarter of the Southeast Quarter, and Part of the Northwest Quarter
of the Southeast Quarter, Section 17, Township 32 North, Range 20 West, City of Scandia,
Washington County, MN; and
WHEREAS, the Planning Commission reviewed the request for the Minor Subdivision at
a duly noticed Public Hearing on December 3, 2013, and recommended approval of the Minor
Subdivision with conditions; and
NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL
OF THE CITY OF SCANDIA, WASHINGTON COUNTY, MINNESOTA, that it should
and hereby does approve a 3.647-acre Minor Subdivision of a parcel with the PID number
1703220420001 located on Lofton Avenue north of Scandia Trail North; and
FURTHER BE IT RESOLVED, that the following conditions of approval shall be met:
1. The minor subdivision shall be in substantial compliance with the Certificate of Survey
dated August 8, 2013.
2. The park dedication fee of $3,000 shall be waived based on the proposed use of the new
parcel. The City shall require payment of the fee in the future at the time of a building
permit application for a residence on the parcel.
3. No accessory structures shall be constructed on the new parcel before the construction of
a primary residential structure.

4. The applicant shall record the new parcel within one year of the date when the minor
subdivision is approved.
5. The Applicant shall pay all fees and escrows associated with this application.
