Re: Replacement Cold Storage Building
Background:
The current cold storage building is a 50’ x 60’ steel structure and sits on the southeast corner of the city hall
parking lot. The building is scheduled to be replaced in the CIP with a cost estimate of $160,000. Currently public
works uses the building to store equipment and materials that are used seasonally or infrequently such as the grader, hot
mix trailer and many other items. One of the major issues with the current building is the location. To use or retrieve
anything in the building you must drive there and park or use the loader and/or trailer to bring items to the main
Fire/Public Works building. Another issue is that it is not in a sufficient location to store many of the items that are
currently stored outside at the Fire/Public Works building. The insufficiency of the building location increases the
amount of time required to complete projects or utilize for storage of major components or attachments to have readily
at hand. Existing attachments or components of equipment are currently stored outside behind the Fire/Public Works
building which decreases the useful life of the equipment and/or increases maintenance requirements. The fire
department would also like to use the new building to store training equipment and apparatuses with other items that are
not used as often. The Fire Department has the same issue as Public Works with the location of the current building
being off site there is currently no Fire equipment stored in the building. The ability to store items indoors keeps items
in better condition and also allows for better access in any type of weather.
The parking lot at city hall is scheduled for replacement in 2026, removing the building prior to construction is
recommended to allow for expansion of existing parking or the potential of necessary additional space for stormwater
treatment which will be required by the Watershed District for any future impermeable surface addition or alteration.
Removal of the building will improve the City Hall grounds creating a more open space environment for the new
playground and tennis/pickle ball facility which will help support the significant seasonal events.
We have included the estimates from 4 vendors, Lester Buildings, Morton Buildings, Sherman Buildings &
Structural Buildings. Not all vendors were able to quote the same size building and still remain within our required
budget amount.
Issue:
Should the City Council approve the construction of new cold storage building behind the Fire/Public Works
Building with the condition of dismantling and removing of the current cold storage building and foundation in the
City Hall parking lot?
Proposal Details:
Contract with Sherman Buildings to construct a 50’ x 96’ building at the Fire/PW facility for cold storage
of both fire and public works items. Once approved City staff will prepare site to allow the contractor to start as
soon as possible. Once completed, put out an RFP to remove the current building from the city hall parking lot to
allow increasing the parking lot size or other required future needs of the City.
Fiscal Impact:
The project is in the CIP and costs are close to budget estimates. The CIP fund will remain positive with the
approval of this project.
We recommend using Sherman Buildings in the amount of $161,139.67.
Options:
(1) Approve 50’x98’ building from Sherman buildings in the amount of $161,139.67.
(2) Approve a different size building
(3) Decline replacing building
