09.e Public Works - Staff Report Staff Report Date of Meeting: 11/19/2024 For: Honorable Mayor and Council From: Charles Fischer – Director of Public Works Subject: PW - Staff Report Roads/ROW Staff have continued ROW brush clearing and regular mowing in City ROW south of HWY 97. ROW which has been cleared of brush will be able to be maintained at a higher efficiency in the future from elimination of the overgrowth. Over growth within City ROW has been caused by deficiency of time and resources to remove in past years. Public Works has met with residents concerned about the brush clearing in the ROW and have explained the necessity to keep City ROW clear of obstructions for routine maintenance and other work performed in the ROW. Staff will begin grading the new building pad soon for the Cold Storage building approved at the last meeting. The builder has indicated a start date of December 15th for construction of the building. Final completion of the building and grade work surrounding the building will take place in the Spring of 2025. Public Works has been in discussion with the watershed about the potential for water treatment due to the size of the building. Any work required for water treatment will be conducted by staff utilizing materials stored at the facility. Minimal fiscal impact is projected at this time for water treatment. Due to the high volume of fallen trees during the spring/summer wet period and wind storms, the accumulation of tree and brush debris behind the Public Works building will be ground into mulch instead of burning as in years past. Quotes have been requested from contractors for the cost to chip the brush piles and will be presented to Council at a later meeting. Parks The holiday lights on the buildings and trees around the City Hall campus are scheduled to be installed the week of Nov. 18th. Public Works has been in contact with the organizers for the Vinterlights event and have coordinated assistance. Sewer A residential lift pump was replaced in the A/E system this month. The pump was originally installed in 2018 and was allowed to be installed not meeting the City standard 230volt requirement, a 120volt pump was installed. Due the undersized pump and amount of total dynamic head required to lift the wastewater up hill to the main in the road caused early failure of the pump. Public Works worked with a local contractor to source a 120volt pump with higher flow and pressure capacity. The new pump is now appropriately sized and should last longer than the originally installed pump. The other option would have been to completely replace the power supply to the pump control from the residence at a much higher cost. Buildings City Hall staff have ordered other new furniture now that the new desks and other existing items have found a permanent location. The new furniture will be assembled and placed by Public Works staff. Over the winter Public Works will be addressing the Heritage Room wallpaper and paint. This project will be supported through the general building maintenance fund. As of the last kitchen inspection, Public Works was made aware of new rule changes which force the tile flooring to be replaced in the kitchen. Timing for the replacement of the floor will need to be coordinated around currently scheduled events and a long interval of time will need to be blocked out restricting rental and use of the kitchen and hall. All of the appliances and items in the kitchen will need to pulled to complete the project and the only place in the building to store the equipment will be in the hall. Equipment Staff have continued prepping snow and ice control equipment over the last few weeks. Winter Seasonal Staff All winter seasonal staff have been hired for the season.
