INTERNET ACTION COMMITTEE
MINUTES
Thursday, October 29, 2024, 6:30 p.m.
Scandia Community Center, 14727 209th Street North
Attendance: Chair Bob Wilmers, Vice-Chair Patti Ray, Will Perry, John Carney, and Steve Bradley viz Zoom.
Also in Attendance: City Administrator Kyle Morell. Absent: Council Liaison Steve Kronmiller.
Call to Order – Chair Wilmers called the meeting to order at 6:30 p.m.
Approval of Agenda – The motion by Ray, seconded by Wilmers, was to approve the agenda with the
addition of Cell Tower Discussion after the Midco Update and the removal of the IAC Charter Discussion.
Motion Carried 5-0.
Approval of Minutes –The September 19, 2024, meeting minutes were approved on a Motion by Ray,
seconded by Wilmers. Motion Carried 5-0.
Public Comments – None
Midco Project Update – The following items were discussed:
Midco has been awarded its Border 2 Border Grant for internet expansion in Scania along the
Saint Croix River. The project must be completed by June 30, 2027. Staff will work with Midco
to determine when residents can preregister for Midco service within the project area. The City
posted Midco’s press release on its website.
The Manning Ave N and 180th St N project is ongoing.
The Committee discussed the lack of cell service along the River. Marine on St. Croix is currently
working to install a new cell tower on a city-owned property. Chair Wilmers discussed items that
residents can purchase to boost internet service to aid in cell reception. A discussion was also had
about which carriers have the best coverage along the River. No further action was taken on this
item.
Outreach to Infill Properties—Council liaison Kronmiller shared a spreadsheet showing the 88
remaining parcels in the City without Midco service. Thirty-eight of these are residential properties, and
businesses and government-owned properties own the rest. Many residential properties have driveways
above 100 feet, and most are over 200 feet. The Committee agreed to focus on the residential properties
and to begin by sending Midco a list and map of the addresses that still do not have service and asking
them for a plan to bring service to those addresses.
Items for Future Discussion – The following items are scheduled for discussion at the next meeting.
Midco plans to upgrade Coax cable
