Staff Report Date of Meeting: January 4, 2017 To: City Council From: Neil Soltis, Administrator Re: Comprehensive Plan Steering Committee Background: The work plan for the Comprehensive Plan update proposed by Bolton Menk calls for the establishment of a Steering Committee consisting of 10-12 members from a mix of staff, elected and appointed officials, and community volunteers. The work plan calls for a series of 3 meetings with the initial workshop to take place early in 2017. Applications for community volunteer positions on the Steering Committee have been be solicited in order to facilitate the process; however, the composition of the Steering Committee has yet to be determined. Issue: How many members should serve on the Steering Committee and what should be the composition of the Steering Committee? Proposal Details: The Steering Committee is intended to act as a sounding board for community issues, land use policies, and goals and will actively take part in the development of the Comprehensive Plan by providing high level guidance and recommendations. The Committee's tasks over a series of 3 meetings will be: 1. To complete a SWOT analysis to identify critical issues, 2. Review the results of the SWOT analysis, the input from the Focus Groups and the initial pop-up meeting and provide input on the content of the online community survey, 3. Review the results of the online survey and provide recommendations on the Land Use Plan. Applications for community volunteer positions on the Steering Committee were solicited and 12 residents have submitted application to be considered for the slots on the Committee designated for community volunteers. Options: 1. Determine the positions to be represented on the Committee 2. Make any appointments of elected officials to the Committee 3. Defer action on the appointment of elected officials until January Council meeting 4. Depending on the composition of the Committee — schedule interviews for citizen positions on the Committee Recommendation: The number of members and the positions to be represented should be established at this meeting. The appointment of elected officials can be made at this meeting or at the January Council meeting which by ordinance is the City's annual meeting at which the appointment of necessary officers, employees and members of boards, commissions, and committees is a requisite agenda item. Based on the number of citizen positions, interviews can be scheduled to enable appointment of those positions at the January Council meeting.
