09.b1 2025 Fire Engine Equipment Certificate Staff Report Date of Meeting: December 17, 2024 For: Honorable Mayor and Council From: Kyle Morell, City Administrator Subject: Equipment Certificate for Fire Engine Purchase Background: The Council approved the purchase of a new fire engine at their May 21, 2024, Regular Meeting, with the approval of a contract with Custom Fire Apparatus for $806,617.00. The City had initially planned to issue debt to pay for the engine. However, at the September 17, 2024, Regular Meeting, the Council agreed to allocate ARPA funding to purchase the fire engine, reducing the amount needed to purchase the engine to $340,195. I am working with Adam Wojtowicz from Security State Bank and Daniel Burns, our bond council, to draft a loan agreement and resolution for authorization of the debt issuance, which I will have for you at our meeting on Tuesday. The use of the ARPA Funds for this purchase will also require a motion from the Council, as no motion was made at the September meeting. Options: 1) Approve Resolution 12-17-24-11, Authorizing the Issuance, Sale, and Delivery of $340,000 General Obligation Certificates of Indebtedness, Series 2025A 2) Allocate $466,422 of ARPA Funding towards the purchase of a Fire Engine. 3) Table approval for further discussion Recommendation: Options 1 and 2
