January 16, 2025
A work session meeting of the Scandia City Council was held on the above date. The meeting
was conducted in the Council Chambers at the Scandia Community Center and over an
electronic platform. All participants who joined the meeting remotely could hear each other and
contribute to discussions.
Administrator Morell called the meeting to order at 6:30 p.m.
Steve Kronmiller was sworn in for a two-year term as Mayor. Jim Gribble and Kirsten Libby
were sworn in for 4-year terms as Council members.
The following were present: Council members Jerry Cusick, Jim Gribble, Kirsten Libby, Mike
Lubke and Mayor Steve Kronmiller. Staff present: City Administrator Kyle Morell and City
Clerk Brenda Eklund.
APPROVAL OF THE AGENDA
Libby, seconded by Cusick, moved to approve the agenda as presented. Motion carried 5-0.
INTERVIEWS FOR OPEN COMMITTEE POSITIONS
Interviews were conducted with the following applicants for one vacancy on the Planning
Commission: Theresa Decker, Carrie Mitchell, Renee Lee, Mary Cullen.
There are three vacancies on the Tourism Committee. Tourism Committee applicants Adam
Schauls and Sandra Whitney were not present at the meeting.
The City Council will make committee appointments at their meeting on January 21, 2025.

Lubke, seconded by Libby, moved to approve the liaison appointments for 2025. Motion
carried 5-0.
Council discussed prior representation by a city official on the Sister City Council and the
Scandia Heritage Alliance, and concluded that these are not official city committees and will not
require a Council liaison appointment.
Council member Libby stated an interest in applying for an opening on the Met Council Land
Use Committee. Council agreed this could be beneficial to better understand the relationship the
city has the Met Council. Libby will report on the application procedures at the next meeting.
CITY EDA DISCUSSION
In 2023, the City Council assumed the role of the Economic Development Authority upon the
dissolution of the EDA. The Council will hold the annual EDA meeting on Tuesday, January 21,
2025, following their regular business meeting.
Mayor Kronmiller said he would like the Council to think about the role of the EDA, and if there
is value to re-establish an EDA Board. Kronmiller said the EDA could help small businesses in
town and the business community as a whole.
Council member Libby agreed that there is value to utilize the talents and enthusiasm of the
candidates interviewed this evening. Kronmiller agreed the city has a wonderful volunteer base,
and a discussion should be had at the EDA meeting on what committee do the goals of the EDA
fit into.

Gribble, seconded by Libby, moved to adjourn the meeting. Motion carried 5-0.
