08.a 01.06.2025 PRC Minutes DRAFT City of Scandia Parks and Recreation Committee Monday, January 6, 2025 A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom. Present: Terry Gorham (Chair,) Greg Zauner (Vice-Chair,) and Kathy Sanville. Absent: Dustin Hegland and Kim Johnson. Also Present: Charles Fischer (Public Works,) Kyle Morell (City Administrator,) and Brenda “Bee” Stignani (Office Assistant.) Gorham called the meeting to order at 6:02 p.m. A quorum was present. PUBLIC FORUM None APPROVAL OF AGENDA Zauner moved to approve the agenda, which Sanville seconded. Motion carried unanimously. APPROVAL OF MINUTES Gorham called for any additions or corrections to December 2, 2024 minutes. No additions or corrections were submitted. The minutes stand approved as documented. REPORTS Chair Report Gorham provided a written report. No questions for Chair Gorham. Public Works Report Fischer provided a written report. Gorham added that he will bring up Fischer’s feedback regarding the picnic tables, owned by the Lions, at the Lions board meeting later this week. Fischer recommends presenting a donation of the tables to Council which have been fixed, or perhaps a donation of the tables with the funds added to repair the tables. And allow Council to make the decision to accept or not. If nothing changes, the tables will continue to be stored outdoors in the same manner they are now behind the Cold Storage building and moved over to the new structure at the Public Works building when it is complete. There is not enough physical space behind the Annex Building, and what space is there will be utilized as a staging point for the Gateway Trail project in the near future. Gorham will also confirm with the Lions the power source needed for Taco Daze or other events in order for Public Works to ensure the new pedestal for power will be adequate. Fischer confirmed the installation of the Hay Lake Park sign has been delayed by weather conditions. A replacement sign for the damaged Wayne Erickson Memorial Ball Field is being researched. A new sign for the Public Works and Fire Station is also being considered in an effort to obtain better pricing with two signs because “New Scandia” is still on the PW/Fire sign. OLD BUSINESS Vinterfest Planning Zauner provided a written report. Gorham volunteered to communicate with Helke the position of the city to need an invoice to pay for wood, and then Helke can donate that amount to the local food shelf. Morell will pick up the printed flyers when ready. Zauner will follow up on Meisters last needed permit. PW to check on the quality of the Vinterbean Bags, to see if replacements are needed. Gorham will communicate with Hegland directly regarding the buttons. Johnson will maintain one box at Log Cabin. Sanville will be available for any task that she is able to sit during Vinterfest. Zauner requests help for cleaning up the Community Center. Gorham will check in after the Vinterbean Contest ends. PW contact $20-30 each shirt with endless options of designs, colors and materials used. Gorham will inquire at Lions for their source. PRC Operational Calendar Gorham called for any comments, and discussion concluded all is on track. The discussion included considering new Earth Day activity that Sanville will consider a geo-caching or urban orienteering-based event. NEW BUSINESS 2025 Capital Expenditures Morell presented the 2025 Capital Improvement Plan for the Park Fund. The only scheduled expenditure for 2025 is the completion of the tennis courts. Assuming all projected funding arrives in 2025, the fund will finish the year with roughly $13,000. Gorham asked if other projects could be proposed to use that funding. Morell stated any additional project requests should be considered by the PRC and recommended to the Council. Gorham suggested revisiting the Master Park Plan projects, and consider a proposed list to seek Council approval in 2025 for smaller projects as funds allow. Membership Review Stignani provided a written report. No additional questions. 2024 PRC Annual Report - DRAFT Gorham provided written comments for staff.
