06.h Meisters Special Event Permit Staff Report Date of Meeting: March 18, 2025 To: City Council From: Brenda Eklund, City Clerk Re: Meister’s Special Event Permit for an Easter Egg Hunt/Autism Awareness Fundraiser Background: Scot Taylor, owner of Meister’s Bar and Grill, has applied for a Special Event Permit for an Easter Egg Hunt/Autism Awareness Fundraiser event being held on April 19, 2025 under the provisions of Scandia’s Code of Ordinances, Section 93.2. Issue: Should the Council approve a Special Event Permit for Meister’s Easter Egg Hunt/Autism Awareness Fundraiser event on April 19, 2025? Proposal Details: On Saturday, April 19th beginning at noon until 10:00 p.m., Meisters Bar & Grill will be hosting an Easter Egg hunt and family activities in the area directly behind the business. Food and beverages will be served outdoors. The event is also an Autism Awareness fundraiser. T-shirts and other items will be available for purchase to support the organization. An outdoor music stage is proposed for one musician to perform during the hours of 6 p.m.-10 p.m. At the time of the application, it was not yet confirmed that there will be outdoor music. Multiple trash receptacles will be provided. Sanitary facilities will consist of four portable toilets provided outside of the bar and use of the restaurant’s two interior bathrooms. Amplified music may occur up to 10:00 p.m. If the City’s noise ordinance is violated, a recommended condition has been provided to address that possibility. As part of the application, Scot Taylor has signed the Release and Indemnification Agreement in which the permit holder agrees to defend, indemnify and hold the City harmless from any liability, claim, damages, costs, judgements or expenses arising for any reason by the conduct of the activities authorized by the Special Event Permit. Fiscal Impact: The $25 permit fee has been paid. Options: 1) Approve the Special Event Permit for Meister’s Bar & Grill for April 19, 2025 with the following conditions: • The event shall be held as described in the application received on March 13, 2025. • Sale of alcoholic beverages shall be limited to the Meister’s premises. • Any vendors present on the site shall possess a sales and use tax permit if required by Minnesota law. • In the event that there are noise complaints, the applicant shall comply with the direction of law enforcement to reduce the volume of amplified music or voices. 2) Add conditions to approval. 3) Do not approve. Recommendation: Option 1.
