08.a 03.03.2025 PRC Minutes DRAFT City of Scandia Parks and Recreation Committee Monday, March 3, 2025 A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom. Present: Greg Zauner (Vice-Chair,) Dustin Hegland, and Kathy Sanville. Absent: Terry Gorham and Kim Johnson (Johnson joined via Zoom.) Also Present: Charles Fischer (Public Works,) Jim Gribble (City Council,) Mike Lubke (City Council,) and Brenda “Bee” Stignani (Office Assistant.) Zauner called the meeting to order at 6:07 p.m. A quorum was present. PUBLIC FORUM None APPROVAL OF AGENDA Hegland moved to approve the agenda, which Sanville seconded. Motion carried unanimously. APPROVAL OF MINUTES Zauner called for any additions or corrections to the February 3, 2025 minutes. No additions or corrections were submitted. The minutes stand approved as documented. REPORTS Chair Report Gorham provided a written report. Fischer elaborated on the Ogilvie Park site at Zauner’s request, that mowing the area by a volunteer is the most efficient and cost effect manner to control Canada Goldenrod and partial burning needs more conversation as the expense does not seem justifiable. Zauner suggested reaching out to the Scandia Fire & Rescue department for a practice burn and Sanville suggested locating a Master Gardner or other trained volunteer. Fischer stated further discussion between the Friends of Scandia Parks and Trails and staff is necessary before making any recommendations to Council and Scandia Fire has funds already dedicated to other training and it is unlikely they would expand their schedule for a prescribed burn. Zauner presented Gorham’s report regarding an Earth Day toy swap event with the Lions Club at the Easter Bunny Breakfast event on April 12th. Johnson confirmed she has committed to volunteering at the event with Gorham and Zauner. Hegland will consider volunteering as his schedule allows. OLD BUSINESS Shirts for Volunteers Stignani reported no response yet by Cintas after submitting the logo as requested and receiving two responses from PRC member for shirt orders. Zauner suggested if the cost is prohibitive, or Cintas does not respond, to inquire with Corey Roberts instead. 2025 Capital Expenditures – Disc Golf & Lilleskogen Park Pavillion Discussion Sanville presented her findings included in the meeting packet of conversations with Chuck Kennedy (member of the Professional Disc Golf Association and an independent course designer) and Steve West (a disc golf course designer.) Staff clarified why Wind in the Pines is not a suitable location as the terrain that is owned by Scandia is less than ideal and the division between property owned privately, by other governmental agencies and by Scandia is difficult to observe while in the park. Discussion concluded Fischer will reach out to Washington County to inquire about possibly working with Scandia to install cooperatively a disc golf course around Lilleskogen Park, Scandia Elementary School and the Cottages. Hegland confirmed forwarding material quotes to Fischer for future consideration. Sanville will reach out to Steve West to accept his offer to meet onsite and provide more complimentary professional advice. Zauner will attend also. Fischer reported researching general searches in relation to a Pavilion at Lilleskogen Park and requested committee member provide more specific requests as the cost of the project can go up to $100k depending on March 3, 2025 Scandia Parks and Recreation Committee Page 2 of 2 the requested options. Class 5 gravel base, or poured concrete? Simple lighting fixtures, or more elaborate ones? Fischer suggests committee members research options at https://stcroixrec.com/ for some concept ideas for future discussion. Earth Day Project Lions Consideration Zauner stated this was covered in the Chair Report, no further comments or discussion was requested. Summer Recreation Programming Stignani reported there will be future discussion regarding single day class offerings between Gorham and new staff member, Veronica Korby. Sanville reported hitting a road block in planning a summer geocaching event in making it simplistic enough for the targeted 6–7-year-old participants and encountering issues accessing useful GIS files for building an orienteering map with specialty symbols. Sanville will follow up with suggestions to reach out to Washington County for assistance. PRC Operational Calendar Zauner called for any comments or requests for changes. No requests. NEW BUSINESS Elect Officers Zauner recapped discussion from the February 3rd PRC meeting to consider nominations for Gorham as 2025 Chair and Zauner as 2025 Vice Chair and asked for further discussion. No further discussion. Motion to nominate to City Council recommendations for Terry Gorham as 2025 Chair and Greg Zauner as 2025 Vice Chair by Hegland, seconded by Sanville.
