10.e Treasurer Consulting Contract Staff Report Date of Meeting: March 18, 2025 For: Honorable Mayor and Council From: Kyle Morell, City Administrator Subject: Treasurer Consulting Contract Background: As the Council knows, City Treasurer Collen Firkus will retire at the end of March after 29 years of service. The City hired Veronica Korby to take her place in January. Colleen has worked with Veronica since her first day on January 27 to teach her the position's requirements. The Treasurer performs daily, weekly, monthly, quarterly, and annual tasks. As the year progresses, Veronica may encounter tasks she has not been trained on or may require a refresher. I want to retain Colleen on contract to assist Veronica as needed. Financial Impact: The City’s 2025 budget included the permanent Part-Time Treasurer position to begin on January 1. Veronica did not start until January 27, leaving 15 days of budgeted funds unused. Staff proposes using these funds to pay Colleen for her consulting services, which would not require an increase to the City’s 2025 budget. The proposed contract with Colleen would cover up to 80 work hours at $35 per hour, totaling $2,800 if all 80 hours are needed. The City has a standing contract with Abdo Consultants for accounting assistance, but Colleen's contract would be considerably more cost-effective. Options: 1) Allow staff to contract with Colleen Firkus for ongoing consulting services at the above terms. 2) Deny request. Recommendation: Option 1
