02.03.2025 PRC MinutesCity of Scandia Parks and Recreation Committee Monday, February 3, 2025 A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom. Present: Terry Gorham (Chair,) Greg Zauner (Vice -Chair,) Dustin Hegland, and Kathy Sanville. Absent: Kim Johnson. Also Present: Charles Fischer (Public Works,) Mike Lubke (City Council,) and Brenda "Bee" Stignani (Office Assistant.) Gorham called the meeting to order at 6:00 p.m. A quorum was present. PUBLIC FORUM None APPROVAL OF AGENDA Gorham requested moving Item #7 c, Friends of Scandia Parks and Trails — Liten Park Update to follow directly after 4.a, Approve Minutes. Zauner moved to approve the agenda as amended, which Hegland seconded. Motion carried unanimously. APPROVAL OF MINUTES Gorham called for any additions or corrections to January 6, 2025 minutes. No additions or corrections were submitted. The minutes stand approved as documented. NEW BUSINESS Friends of Scandia Parks and Trails — Liten Park Update Karen Schik provided a report of the work completed at Liten Park. Schik clarified that the next steps outlined to purchase pollinator shrubs from the gravel bed nursery by Tom Furey is already funded by the contribution by the City already received. Further discussion clarified that plans with funding for maintaining Liten Park's restoration project are in place through 2027 and staff could consider budget requests in future years to maintain this project, and others like the Ogilvie pollinator project. REPORTS Chair Report Gorham provided a written report and welcomed Mike Lubke to the PRC as the new City Council liaison. Gorham held discussion of the potential parks projects for agenda item 6 c, 2025 Capital Expenditures. OLD BUSINESS Vinterfest Recap Zauner reported no one signed up for the Snow Sculpting Contest for the first time ever, and is communicating with Bolton and Menk future options. Vinterbean had low participation, and is communicating with Ozark Tavern to consider future options. Food Truck operators the White Pine Coffee truck was happy but the Lions truck ran into issues and will consider different operations in the future, including providing a s'more kit and perhaps volunteers to oversee the fire pits. Deep Roots food truck has not reported back yet. The Fire Dancers were well received. Rearrangement of space to move their trailer and provide a few picnic tables around the food trucks is suggested. The Minnesotan reports the best tournament ever. Zauner conducted many informal surveys with participants and received positive feedback, including on the fireworks display. Shirts for Volunteers Fischer provided a staff report. Gorham facilitated a discussion which concluded staff will assist in making the purchase of shirts for volunteers available at the individual committee member's own expense. Royal Blue shirts from Cintas. 2025 Capital Expenditures Gorham facilitated discussion to prioritize any 2025 park project requests to present to Council. Gorham provided possible projects to consider within the projected budget constraints and the Master Park Plan February 3, 2025 Scandia Parks and Recreation Committee Page 2 of 2 recommendations. Those present focused on the possibilities of disc golf. Lubke suggested considering Lilleskogen Park as a disc golf course site. Hegland and Sanville offered to collect information from professionals they know in the disc golfing community regarding course design and feasibility at this location. Gorham requested staff collect updated information on a pavilion estimate. 2024 PRCAnnual Report - DRAFT Gorham called for any additional corrections or additions to the 2024 PRC Annual Report. Hegland moved to approve 2024 PRC Annual Report as written, which Zauner seconded. Motion carried unanimously. PRC Operational Calendar Gorham called for any comments or requests for changes. No requests. NEW BUSINESS Earth Day Project Discussion Sanville reported she will not be available around Earth Day to organize a geocaching event. Discussion concluded offering an event (or more than one), during the summer in connection with other Scandia community events would be preferred. This event or events would be offered through Summer Recreation Programming. Gorham presented a request from Brenda Eklund, Scandia City Clerk, to consider an Earth Day Project that would incorporate Scandia's reusing and recycling goals. Eklund provided suggestions such as a puzzle swap, a toy swap, a fix -it workshop, or a clean up event. Discussion concluded partnering with the Lions Club at the Easter Bunny Breakfast for a Toy Swap would be reasonable. Gorham will contact Tammy Peterson in the Lions Club to present this request. Summer Recreation Programing Stignani reported no additional communication has been received from the St. Croix Festival Theatre regarding Art in Action camp.
