03. Minutes of July 30, 2024 Meeting CITY OF SCANDIA CAPITAL INVESTMENT COMMITTEE Tuesday, July 30, 2024 A meeting of the Capital Investment Committee was held on the above date. City Administrator Kyle Morell called the meeting to order at 6:30 p.m. Also present were Committee members Council Member Mike Lubke, Planning Commissioner Perry Rynders, Public Works Director Charles Fischer, Fire Chief Mike Hinz, City Engineer Ryan Goodman, Project Engineer Isaiah Bubany and Treasurer Colleen Firkus. Minutes from June 25, 2024 not approved as no quorum. Continued Road Discussion Administrator Morell presented a summary budget that shows the City allocating $1,903,054 of tax levy funds toward roads in 2025 and beyond. This breaks down to $1,200,000 in cash and $703,054 in debt service. This results in a tax rate increase from 26.633% to 37.818%. When projecting annual projects ranging from $1,250,000 to $1,500,000, the levy would eventually get to $4,000,000. Lubke agreed with Mitchell’s previous suggestion to get more data and input from residents, identify more factors that may affect the road ratings and schedules for replacement, and proceed more cautiously with road projects. Engineer Goodman suggested the committee take a road tour to see conditions of the roads being recommended for replacement currently and in the future Morell will be recommending ARPA funds be used for truck purchases as well as public safety money and to reduce the equipment debt. The committee suggested when the 2018 bond is paid off, keep the levy the same to provide savings in the Equipment Replacement fund and maintain a level tax rate. Other recommendations were to change city policies which are consistent with surrounding communities:  Residents are responsible for their culvert maintenance on city roads,  Get more public feedback on roads,  Possibly install weight restrictions like 5-ton all year round, which can be cost prohibitive to setup and difficult to enforce,  Put in place development fees for first year seal coat and crack filling costs,  Initiate stormwater connection fees for maintenance of stormwater ponds created,  Initiate streetlight fees on new streetlights.  Finally. the committee recommended bumping the road levy by 10% to $440,000.
