04.07.2025 PRC MinutesCity of Scandia Parks and Recreation Committee Monday, April 7, 2025 A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom. Present: Terry Gorham (Chair,) Greg Zauner (Vice -Chair,) and Dustin Hegland. Absent: Kathy Sanville and Kim Johnson (Johnson joined via Zoom.) Also Present: Kyle Morell (City Administrator,) Mike Lubke (City Council,) and Brenda "Bee" Stignani (Office Assistant.) Gorham called the meeting to order at 6:01 pm. A quorum was present. PUBLIC FORUM None APPROVAL OF AGENDA Gorham requested adding item 5.b. Public Works Report and flexibility to change the order to move to item 7.a. Scandia Family Fun Day event planning to the next item if Patti Rayjoins the meeting. Zauner moved to approve the agenda as amended, which Hegland seconded. Motion carried unanimously. APPROVAL OF MINUTES Gorham called for any additions or corrections to the March 3, 2025 minutes. No additions or corrections were submitted. The minutes stand approved as documented. REPORTS Chair Report Gorham reported new stories in the Children's Story Path at Lilleskogen Park. Public Works Report Gorham requested an update on the electrical power plans when the current cold storage building is removed and an update on the community center courts. Morell responded the cold storage building bid was awarded to Helke and will be available to be dismantled after the building is emptied. But equipment and material cannot move until the new structure's cement floor is poured. When this move happens, an RV post with 20- and 30- amp outlets will be installed for use at Taco Daze and other events. After the building is removed, the concrete floor will be prepared to be altered to provide additional parking. OLD BUSINESS Shirts for Volunteers Gorham thanked Hegland for his work to design the proposed Parks and Recreation committee logo. Morell advised seeking Council approval for a logo to represent any part of Scandia officially and Stignani confirmed Johnson and Sanville expressed support of this design via email. Lubke recommends placing this request for design approval on Council's consent agenda, and Gorham would still briefly mention it in his report or provide more information for Council discussion as needed. Zauner moved to present to Council the recommended Parks and Recreation logo designed by Hegland, with full PRC support, which Hegland seconded. Motion carried unanimously. 2025 Capital Expenditures — Disc Golf & Lilleskogen Park Pavillion Discussion Gorham and Zauner met with one of the Disc Golf course designers arranged by Sanville. It was determined Lilleskogen Park would only be good for one practice goal and not for an entire course and Wind in the Pines would be a better site. But Wind in the Pines would require significant tree removal and the parking lot could not accommodate more than 10 vehicles. Fischer's report indicated Washington County would most likely purse Big Marine Park in their recent expansion as the best location for a new course, but the plan has not yet been developed. Gorham will inquire at the upcoming public meeting on April 10th, and suggested if a disc golf course could be included in the 2-3-year plan, then a course would be best left for the county to develop. If the plans are much further out, then PRC can bring back a Disc Golf discussion. April 7, 2025 Scandia Parks and Recreation Committee Page 2 of 2 Staff reminded committee members of Fischer's requestto receive feedbacktodayto narrow down the features requested in order to prepare any kind of a quote. Fischer had suggested researching options at https://stcroixrec.com/ for some concept ideas for future discussion. Options could include class 5 gravel base, or poured concrete? Simple lighting fixtures, or more elaborate ones? Zauner suggested sending suggestions individually to Fischer in addition to being prepared for discussion in May. Zauner pointed out on a map the proposed 30' x 20' location for the proposed pavilion on the south side of the parking lot, near the pollinator garden. Morell added that until the community center courts are completed later this year, it will not be clear how much, if any, funds are available in 2025. Toy Swap — Earth Day Event Planning Gorham reported the arrangement with the Lions is for PRC to use the Heritage Room during the Pancake Breakfast with the Easter Bunny. Tentatively, Johnson will run the swap from 7:45 to 10 a.m. and Zauner 9:30 to 11 a.m. Gorham will create some guiding signs, will pop in and out throughout the entire event, help encourage the children to save playing with their new toys until they get home, and take any left -over toys to Family Pathways. Hegland will come to help if his schedule allows. Staff has promoted on social media and Gorham has posted flyers around town. PRC Operational Calendar Gorham reviewed the Operational Calendar, noted all seemed to be on track and asked for questions. No comments. NEW BUSINESS Scandia Family Fun Day event planning Gorham thanked Patti Ray for taking the lead on the story contest aspect of the event. The story contest announcement was reviewed, discussion concluded to leave the "must be present to win" requirement. Stignani reported the school requested the contest flyer to be distributed to students the last week of April. Gorham reported maintaining a list of tasks to work with Scandia and Midco to ensure a successful event and is happy to continue volunteering in this capacity.
