Re: Tobacco Sales License Application for Federated Cooperative
Background:
Ordinance No. 92 regulates the sale and use of tobacco products within the City of Scandia, and
requires that the City Council approve all licenses. Federated Cooperative has applied for a Tobacco
Products Sales License for sales at 14860 Scandia Trail, the former Todd’s Home Center. The
application is for a change in ownership since the licenses are issued to an owner to sell tobacco
product at a licensed premise. The business plans to open for counter sales by February 13, 2017,
with a more complete store opening in early March 2017.
Issue:
Should a license for the sale of tobacco products be approved?
Proposal Details:
The application meets all the requirements of Ordinance No. 92 regulating the sale and use of
tobacco products. License fees for 2017 have been paid. The Washington County Sheriff’s
Department conducts compliance checks and reviews license applications on behalf of the City. A
background investigation request has been sent to the Sheriff’s Department and they have reported
that there are no issues that would impact the license.
Options:
1) Approve a tobacco sales license for Federated Cooperative
2) Delay action on the tobacco license application.
3) Do not approve the tobacco license application.
Recommendation:
Option 1.
