Changes have been made to the driveway standards based on the discussions at that meeting. The final version of the driveway standards is attached for your review and approval. A memo from our City Planner detailing updates to the UDC in response to the new approved standards is also attached. Attachments: Updated Driveway Standards Letter from City Planner TJ Hofer re Driveway and Fire Apparatus Access Road Requirements City of Scandia Driveway and Fire apparatus access road Requirements Access general information The access to your home or business not only affects how easily firefighters can reach and protect your home, but how easily other emergency vehicles can find and reach your home. It starts with signage. Your local fire department may know where your house is, but assisting departments won't easily find your home if your address is not visible from the road. Once firefighters find your home, they need to be able to get to it. If your driveway is less than 150 feet long, firefighters can reach your home from the street. Your driveway should be at least 12 feet wide and be clear of branches 13’ 6” feet up. Longer driveways will have additional requirements. The driveway should also have a firm, all-weather surface and any bridges or culverts should be rated to 33,500 pounds. Curves in long driveways need to be gentle to accommodate large emergency vehicles. Long driveways also need a turnaround near the house. Without a good access, and escape route, firefighters will not endanger themselves to save your home. These requirements apply to any new structure or any Improvement to a structure that exceeds 50 percent of the structure value based on Washington County property tax records will require access to meet these requirements If established requirements cannot be met due to special circumstances, flexibility may be granted by the City Administrator upon recommendation of the City Engineer, Public Works Director, or Fire Chief. Hofer, Consultant City Planner Subject: Driveway and Fire Apparatus Access Road Requirements City of Scandia Project No.: 0T6.W00001 At the May 7, 2025, work session of the City Council of Scandia, MN, the Council reviewed standards for driveways and fire apparatus access roads. The Council directed staff to continue developing the standards and the Mike Hinz, the Fire Chief, asked for assistance with identifying potential amendment needs within the Unified Development Code (UDC) as well as the development of exhibits for the standards. UDC Amendments The UDC has been reviewed and the necessary amendments have been identified. At this time, my recommendation is to not begin the amendment procedure immediately, but wait for a larger housekeeping ordinance amendment. The standards established in the UDC do not contradict the proposed standards and would not prohibit their utilization. The necessary amendments are detailed in Attachment A. If the Council believes it is important to add references to these standards immediately, direction should be given to staff and the amendment should be recommended to the Planning Commission. Exhibits for Driveway and Fire Apparatus Access Road Requirements Exhibits have been prepared for inclusion in the Driveway and Fire Apparatus Access Road Requirements and are included as Attachment B. These exhibits reflect the standards in the Driveway and Fire Apparatus Access Road Requirements and can be revised as necessary. Attachments A.
