05.05.2025 PRC MinutesCity of Scandia Parks and Recreation Committee Monday, May 5, 2025 A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom. Present: Terry Gorham (Chair), Greg Zauner (Vice -Chair), and Kathy Sanville. Absent: Dustin Hegland and Kim Johnson (joined via Zoom). Also Present: Kyle Morell (City Administrator), Mike Lubke (City Council), and Brenda "Bee" Stignani (Office Assistant). Gorham called the meeting to order at 6:00 pm. A quorum was present. PUBLIC FORUM None APPROVAL OF AGENDA Zauner moved to approve the agenda, which Sanville seconded. Motion carried unanimously. APPROVAL OF MINUTES Gorham called for any additions or corrections to the April 7, 2025 minutes. No additions or corrections were submitted. The minutes stand approved as documented. REPORTS Chair Report Gorham provided a written report. As Gorham will be unable to attend the Council Work Session discussion regarding Scandia branded merchandise, Lubke and Morell volunteered to represent PRC as requested by Mayor Kronmiller. Morell clarified that PRC may move forward to purchase shirts with the approved PRC Scandia logo. OLD BUSINESS Disc Golf follow-up after Big Marine Park public meeting Gorham reported attending the Friends of Scandia Parks and Trails sponsored event regarding the expansion plans by Washington County at Big Marine Park. There are no formal plans to incorporate disc golf in this project. Discussion concluded it would be appropriate to send a letter to the Commissioners to request disc golf be included in future expansion plans. Morell suggested inquiring from Commissioner Fran who would be the appropriate contact for this project for residents to reach out to if they wished to express their own input. Sanville moved to direct Chair Gorham to draft a letter, in connection with Administrator Morell, to Commissioner Fran requesting Disc Golf be included in the Big Marine Park expansion plans, which Zauner seconded. Motion carried unanimously. Review Lilleskogen Park Pavillion Suggestions/Feedback Fischer provided a written report. Morell agreed the fund balance amount maybe clear by the next PRC meeting after which prioritizing projects may be possible. Locating the Wetland Delineation Report, even if outdated, may shed light on if a pavilion is possible with likely set -back requirements based on the wetland class. With more design features set, staff would be able to contact the CMSCWD to inquire if a permit would be required and the potential cost. Discussion concluded staff to identify a potential budget when the fund balance is identified, research the wetland and County easement restrictions, and resend the suggested link to all PRC members for consideration of design and size for discussion at the June 2nd PRC meeting. Toy Swap — Earth Day Recap Gorham included the Toy Swap recap in the written Chair Report, adding a suggestion to do this again in 2026. PRC Operational Calendar Discussion concluded moving Park Capital Recommendations from May to June in 2026 Operational Calendar. Lubke questioned if the most recent Master Parks Plan is consulted. Morell pulled up a historical report showing using this data collected, and will include an updated report for the next PRC Park Capital Recommendation nd discussion on June 2 May 5, 2025 Scandia Parks and Recreation Committee Page 2 of 2 NEW BUSINESS Community Center Courts update & Grand Re -Opening event planning Gorham has collected suggestions from the Scandia Pickleball players group and the Lions Club to consider different tournament styles with the Lions hot dog food truck. Lubke suggested including an informational or instructional opportunity also. Gorham requested assistance to reaching out to the tennis community for additional input. Morell suggested selecting a date in June with finalizing details at the June 2nd PRC meeting. Discussion concluded June 191". Gorham and Johnson volunteered to be onsite. Staff to locate the oversized ribbon and scissors. PRC at Scandia Farmer's Market Community Table Lynne Moratzka invited PRC to host the Scandia Farmer's Market Community Table on either July 23rd or July 301". Gorham suggested hosting a table would be an opportunity to answer questions and collect community feedback in park planning. Zauner suggested printing some Trail maps to distribute. Discussion directed Gorham to respond July 23rd and specific plans will be set at the next PRC meetings. Gorham inquired if PRC had any interest in sponsoring an event, similar to the Big Marine Park Expansion event by the Friends of Scandia Parks and Trails. Two local residents have prepared a presentation of their adventures while visiting all of Minnesota's State Parks. Gorham explained this humorous presentation and has been well received, and they have indicated they might have some openings in their schedule later in the year to present in Scandia. All present consented to Gorham's offer to follow up to see if a date could be scheduled. AGENDA FOR NEXT MEETING The proposed agenda for Monday, June 2, 2024: 1.
