CITY OF SCANDIA
INTERNET ACTION COMMITTEE
MINUTES
Wednesday, May 15, 2025, 6:30 p.m.
Scandia Community Center, 14727 209th Street North
Attendance: Chair Bob Wilmers, Vice-Chair Patti Ray, Will Perry, John Carney, and Steve Bradley viz Zoom.
Also in Attendance: City Administrator Kyle Morell. Absent: Council Liaison Steve Kronmiller.
Call to Order – Chair Wilmers called the meeting to order at 6:30 p.m.
Approval of Agenda – The motion by Ray, seconded by Carney, was to approve the agenda with the
addition Midco Community Fun Day and Grant to Scandia Heritage Alliance. Motion Carried 5-0.
Approval of Minutes –The October 29, 2024, meeting minutes were approved on a Motion by Willmers,
seconded by Bradley. Motion Carried 5-0.
Public Comments – None
Scandia Community Fun Day
The event is scheduled for Wednesday, August 13, 2025. It starts at 3:00 p.m. with the opening of the farmer’s
market. Four hundred bags were ordered again this year. Vice-Chair Ray will order ice cream sandwiches again
this year, but will order more after running out last year. The Story Contest Flyer was sent to the elementary
school in April. Members of the committee volunteered to work within their neighborhoods to get stories
submitted.
Midco Grant to Scandia Heritage Alliance
Vice-Chair Ray updated the Committee on Midco’s grant partnership with the Scandia Heritage Alliance. Midco
has committed to $71,800 worth of grants and service work over the length of their agreement. Midco will
receive naming rights for the outdoor food kiosk as part of the donation.
Midco Project Update – The following items were discussed:
• Border 2 Border grant construction will begin in 2026. The project is currently in the planning
phase.
• The May Township project will be finishing up this year.
Outreach to Infill Properties—Council liaison Kronmiller outlined the remaining 30 – 40 properties that
still do not have service. Some of the properties are vacant or unlikely to need service in the future. The
Committee will review the list at its next meeting to prioritize those addresses to forward to Midco.
IAC Charter Discussion
The committee reviewed the last draft of the charter. They agreed that all communication should
reference the committee and be approved by the committee chair and city administrator before posting

publicly. They changed the expansion deadline of the committee to 2027, from 2026, to align with the
ending of the Border 2 Border DEED grant Midco received.
Items for Future Discussion – The following items are scheduled for discussion at the next meeting.
• Revisit Infill Discussion
• Community Fun Day
Next Meeting—The next meeting is scheduled for Monday, June 16, 2025, at 6:30 p.m. at the Scandia
Community Center.
Adjournment – Motion by Ray, seconded by Wilmer, to adjourn the meeting at 7:21 p.m. Motion Carried
5-0.
