10.a Lions Club - Taco Daze Parade Insurance1 b.eklund Subject:City Councill Meeting From: Janelle Lindberg-Kendrick < Sent: Friday, June 13, 2025 6:46 PM To: b.eklund <b.eklund@ci.scandia.mn.us> Subject: Re: City Councill Meeting Hello Brenda, I am returning to the counsel to request coverage for the parade. Katie Griefer has been working with me as well, and here are our results. The two questions the counsel wanted me to find answers to are 1. Cost of increasing coverage to county requirements 2. Cost of an umbrella to get to requirements Answer to #1 comes from our Lions International coverage. Copied from our Lions' insurance; sinopsis: They sent me a Special Event Liability insurance, however as shown in Jeannine's bold print, they do not cover anymore auto insurance coverage so that wouldn't cover what we need. [From LCIF insurance; Attached is Philadelphia’s $1,000,000/$3,000,000 Limits Special Event Liability quote which expires 7/9/2025. Philadelphia’s premium is $274.00 for the Scandia-Marine Lions Club’s Taco Daze Parade ONLY September 6, 2025 held at 14727 209th St N, Scandia MN with the parade route starting at the corner of Oakhill Rd & Oxboro Ave., Scandia MN, goes for 1 mile stretch of Oakhill Rd & Ends at Scandia Elementary School, 14351 Scandia Trail, Scandia MN Scandia, MN 55073 . No rain dates. Coverage is limited to this specific event, event location and noted date. Philadelphia is unable to provide Hired & Non-Owned Auto Liability coverage for the parade. The Scandia-Marine Lions Club does currently have a $1,000,000 limit of Hired & Non-Owned Auto Liability through the International Association of Lions Clubs Liability Insurance Program. This limit of Hired & Non-Owned Auto Liability cannot be changed. We ask that you carefully review the quote and advise of any corrections to be made.] Second answer for question #1 from research from Katie Giefer; I wanted to reach out and let you know that I checked with all of my commercial carriers, and unfortunately none of them write stand alone “Special Event” coverage. So, unfortunately I don’t have any options for the Scandia-Marine Lions Club to obtain a p olicy for that on their own. Answer to #2 Please refer to and send out Katie and Jordan's reply email to this question. They are far more knowledgeable than I. Finally, as a reminder, it did not cost the city extra to cover our parade last year. 2 Thank you for considering our request. I know that Janelle has been in contact with you and attended City Council meetings as well. Over the last 9 months, Janelle and I have both tried multiple diƯerent avenues to find a carrier that would provide Special Event coverage for the parade. To no avail, we have both come up empty handed. Since the SMLC is a non-profit organization that self-insures (via Lions Club Interna tional) they do not have enough coverage on their own to appease Washington County for the parade. They also do not qualify for an umbrella policy with any carrier because they do not meet the minimum underlying coverage requirements. I have filled out applications and inquired about Special Event coverage for them, but with the insurance industry being extremely strict and conservative right now, no one has been willing to assume the new risk. Last year the city allowed the SMLC to use the cities coverage for the parade. I understand that was allowed mainly due to the time crunch we ended up in. That being said, it was no extra work on the cities end (just an endorsement on my end) and no extra cost on the cities policy to allow this. At this point, I have exhausted all of my options to find coverage for the SMLC on their own. If the city will not allow SMLC to use their insurance this year, and in the years to come, it sounds like the parade will no longer be able to be a part of the Taco Daze festivities. In my professional opinion, the cities insurance is the easiest and at this point, only option for them. Thank you for your time and consideration! Please let me know if you have any questions that I can assist you with.
