City of Scandia Parks and Recreation Committee Monday, June 2, 2025
A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom.
Present: Terry Gorham (Chair), Greg Zauner (Vice-Chair), Dustin Hegland and Kathy Sanville. Absent: Kim
Johnson (joined via Zoom). Also Present: Kyle Morell (City Administrator), Mike Lubke (City Council), and Brenda
“Bee” Stignani (Office Assistant). Gorham called the meeting to order at 6:00 pm. A quorum was present.
PUBLIC FORUM
None
APPROVAL OF AGENDA
Gorham requested moving up item 6c to the beginning of Old Business and invite the public to comment.
Sanville moved to approve the agenda as amended, which Zauner seconded. Motion carried unanimously.
APPROVAL OF MINUTES
Gorham called for any additions or corrections to the May 5, 2025 minutes. No additions or corrections were
submitted. The minutes stand approved as documented.
REPORTS
Chair Report
Gorham stated he had nothing new to report.
OLD BUSINESS
Community Center Court Grand Re-Opening event planning, June 19th
Gorham invited Erich Kertzscher for public comment. Kertzscher explained he has been helping communicate
with pickleball playing public and PRC. Kertzscher expressed his appreciation for the new courts, and outlined
the need for safety ball catches during use on more than one court and the difficulty to see the dark blue lines
over the dark green lines on the multi-use court. Kertzscher noted 26 players were on the courts Saturday
morning. Kertzscher donated homemade ball catches which he requests to leave on court for the season and
personally store them in the off-season. Public Works indicated these need to be stored off site except during
use. Gorham recalled safety discussion during the planning courts phase, Morell to follow up with City Engineer
and Public Works regarding the nets and dark painted lines for solutions. Kertzscher facilitates Group Me for
communications with 103 active pickleball players, he would like to invite users to communally purchase a locked
box to store on site. PW supports this request with city approval of site out of courts and product purchased by
players. Finally, Kertzscher requests installing benches or other seating in the future. Randy and Kathy Ferry
gave public comments in agreement with Kertzscher’s comments, thanking the city for the beautiful courts and
emphasizing the difficulty of using the multi-use courts with the dark lines.
Grand Re-Opening event on Thursday, June 19th at 5 p.m. Gorham plans to save a court or two for experienced
volunteers to show residents how to play instead of planning a tournament. Open play on the other courts.
Gorham to reach out to the Lions to see about refreshments like Hot dogs. Staff to promote on social media.
Disc Golf letter to Washington County Commissioner follow-up
Gorham provided the communication with Washington County Commissioner. Discussion concluded to invite
Alex McKinney, Washington County Parks Director to the Monday, July 7th PRC meeting. If he is unable to attend
in person or online, Gorham will call a special meeting at a time he can attend.
Pavillion / Capital Planning Discussions
Morell displayed a map of wetland and setbacks in Lilleskogen Park: extremely limited options for locating a
pavilion. He explained that other communities pass ordinances to exempt Public Amenities to allow for
exceptions rather than applying for a variance when necessary. While the Conservation District could give an

estimate of the type and location of a wetland, an official Wetland Delineation report would still be required in
Lilleskogen Park as the last one was completed over 5 years ago. City Council is considering ordinance changes
that may allow more site options; Morell suggested PRC revisit a Pavillion at Lilleskogen Park in May, 2026 when
the final balance available after the completion of the Community Center courts and the amount allocated and
approved by Council for 2026 is known. Morell confirmed 2025 left over funds are held in a way that Council
has the discretion to reallocate funds to another project or not.
Scandia Market Table (add National Night Out Table)
Gorham only communicated if July 23rd is still available at the Scandia Farmers Market – Sanville volunteered to
help staff table if approved. Gorham to follow up and clarified both this table and National Night is to provide
information instead of an activity for kids. Staff received an email appreciating the bike map available online.
Printed versions would be handed out at the tables. Further planning to be discussed at the July meeting revisit.
Resident Presentation of visiting all MN state parks
Gorham attended a recent presentation. He found it to be engaging, entertaining, and educational. The
presenters would be willing to schedule a September or October date. All consented to Gorham pursuing a date.
PRC Operational Calendar
Suggested changes of CIP Budget Request to Council from May to June in 2026 noted. Discussion about projects
to consider for 2026 between Lilleskogen Park pavilion and the older potential plans to improve Wayne Erickson
Memorial Ball Field; concession stand, parking lot improvements and playground update. Staff confirmed
improvements over the past five years of new bleachers, field maintenance, structures around the satellites,
and donations of bases and safety nets, as well as increase use by Scandia Women’s Softball team, Fast Pitch
Softball league tournaments, and school district’s use for make up games when their own fields are booked.
Hegland added with the south ballfield out of use, improving Wayne Erickson is important.
