10.a Citizen Requst for Action - Federated Co-op - Digital Signs Staff Report Date of Meeting: June 17, 2025 For: Honorable Mayor and Council From: Kyle Morell, City Administrator Subject: Citizen Request for Action – Digital Signs The Cenex/Country Store, owned by Federated Co-Op, would like to install a digital board sign on their pylon sign; a diagram is attached for reference. As you are aware, the City does not permit flashing or animated signs, or signs that emit intermittent, rotating, or direct light, which may be confused with traffic, aviation, or emergency signaling. These prohibitions can be found in Chapter 153.400.100, Subdivision II, (B)II, (h), and (i) of the UDC. They are clipped below for reference. The applicant is requesting that the City Council reconsider this code language to allow the type of digital sign they wish to install. If the Council wants to reevaluate the code language, restrictions could be put in place around the size of the signs and the time of day that they are allowed to operate. Our request is the city allow us to install a digital board, see attached three options, that we can advertise to our customers and potential customers. This will be a tool that will help us continue to grow our business and continue to be a good partner to the city. We would also allocate some time to support the city events that happen to help drive participation. Federated has invested over $1.4 million in this location over the 7 years of ownership. We also have many propane customers and agronomy customers in the area so we plan on being in Scandia for along time.
