Re: Draft Ordinance 2025-12 – Amending Chapter 30.04 of City Code
Chapter 30.04 of the City Code establishes the order of business at each regular meeting of the
City Council. Since its adoption in 2007, the order of business has changed, and the ordinance
language should be updated to reflect the current order in which business is conducted at regular
meetings. The currently approved order of business is as follows:
1) Call to order and pledge of allegiance;
(2) Roll call;
(3) Public forum;
(4) Approve agenda;
(5) Approval of consent agenda;
(6) Public hearings;
(7) Committee reports;
(8) Staff reports;
(9) General business; and
(10) Adjournment.
This does not align with the current agenda order and does not include the Law Enforcement
Report, which was provided after the agenda was approved. Additionally, at our last meeting, the
Council discussed moving General Business to precede Committee Reports.
Draft ordinance language is attached, showing both a marked-up and a clean version of the
amended Code Section 30.04. If the new language is agreeable, a public hearing will be
scheduled for our August meeting to approve the proposed ordinance.

AN AMENDING SCANDIA CITY CODE CHAPTER 30, SECTION 30.04
The City Council of the City of Scandia, Washington County, Minnesota hereby ordains:
Section 1: Amend Chapter 30.04 of City Code
§ 30.04 ORDER OF BUSINESS.
(A) Order established. Each regular meeting of the Council shall convene at the
time and place appointed. Council business shall be conducted in the following order:
(1) Call to order and pledge of allegiance;
(2) Roll call;
(3) Approval of the Agenda;
(4) Law Enforcement Report;
(5) Public Forum;
(6) Approval of Consent Agenda
(7) Public hearings;
(8) General Business;
(9) Committee reports;
(10) Staff reports; and
(11) Adjournment.
(B) Varying order. The order of business may be varied by the presiding officer.
Section 9: Effective Date. This ordinance shall be in full force and effect upon its adoption.
