A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom.
Present: Terry Gorham (Chair), Greg Zauner (Vice -Chair), and Kathy Sanville. Absent: Dustin Hegland and Kim
Johnson. Also Present: Kyle Morell (City Administrator), Mike Lubke (City Council), and Brenda "Bee" Stignani
(Office Assistant). Gorham called the meeting to order at 6:04 pm. A quorum was present.
PUBLIC FORUM
None
APPROVAL OF AGENDA
Zauner moved to approve the agenda, which Sanville seconded. Motion carried unanimously.
APPROVAL OF MINUTES
Gorham called for any additions or corrections to the June 2, 2025 minutes. Gorham requested a correction in
the spelling of Randy and Kathy Ferrin's last name. The minutes stand approved as corrected.

OLD BUSINESS
Disc Golf follow up with Washington County Commissioner
JJ Williams, Parks Manager for Washington County joined via Zoom as a follow up to Commissioner Miron's
communication after the Big Marine Park expansion Open House. Gorham summarized Scandia's interest in
developing a disc golf course and the issues of inadequate space in Scandia Parks. Williams noted PRC is not the
first group to request disc golf be considered at Big Marine Park as it could be a good location. The current
Washington County Park Plan was adopted 15 years ago does not include disc golf. This plan is not scheduled to
be updated. However, the time might be right to consider updating the plan for MET council review in the near
future. Williams pointed out a Park Preserve may only develop 20% of the area, and leave the other 80% in its
natural state. Development includes the boat launch, beach, and both current and future trails. There will be
a public comment period in the future for all community members to identify their needs and requests. A trail
plan is in the development stage and an advantage of a disc golf course is that with creative course design, the
course could have very little formal development to be included in the overall 20% limitation. The Big Marine
Park Preserve Expansion project is currently in Phase 2 of 3 of the Land Acquisition phases. Public Input would
likely begin after Acquisition is complete. Williams stated Public Engagement actions are noticed by mailers to
communities, social media, and he is keeping a list of those who want to remain informed. Gorham requested
PRC be included in the list and inquired if a letter to parks division of Washington County Public Works would be
ok to send, or if a resolution might be more impactful as a more formal request from City Council. Williams
agreed to send comments and commented that Acquisitions Phase 3 is expected to wrap up in 2026.
Further discussion concluded Gorham will prepare a disc golf support letter for PRC to send to City Council. The
letter would go to Washinton County Parks Department. When public engagement is requested, PRC will
request City Council pass a resolution in support of a disc golf course to be incorporated in Big Marine Park.
Community Center Court Grand Re -Opening Recap
Gorham reported 3 council members and mayor spent time on the pickleball court. Approximately 25-30 people
attended, few new faces, while most had been once or twice to the courts. Gorham was a bit disappointed that
few Forest Lake players attended. Mayor Kronmiller posted a nice social media message. No one captured
particularly good photos, but overall, it was a successful event.

Scandia Market Table & National Night Out Table
July 23rd, 3-6 p.m. PRC will host a table at the Scandia Farmers Market. Sanville and Gorham will be there; other
PRC members are welcome to help. The Farmer's Market only provides a space; city staff will arrange the other
necessities including printed trail maps. Zauner suggested a survey. Sanville to prepare informal questions to
include: do you use our facilities, which ones, what more would you like to see in improvements, programming
or amenities, what would you like to see at Vinterfest, or Taco Daze, what other offerings. Gorham to consult
the Parks Plan to see if there are other suggestions for Sanville to add. Staff to print all material Sanvill requests.
August 5tn, 6-8 p.m. is National Night Out. Copy the same material as the Scandia Farmers Market.
Resident Presentation of visiting all MN state parks
Gorham spoke with the couple who would do the presentation. They are available the weeks of September 8tn
15tn, and 22nd. Gorham recapped their entertaining presentation includes finding the secret word and clarified
this would be Community Event sponsored by the PRC. Further discussion considered co -hosting with FSPT,
scheduling in conjunction with Tourism's Fall Crawl, or hosting at an alternative location like Rustic Roots.
Gorham will investigate further options to be discussed at the next meeting.
PRC Operational Calendar
No discussion as Gorham pointed out the topics for July are on the current agenda and being addressed.
Scandia Community Fun Day event planning
Gorham reported the event will be on August 13tn and be run much the same as last year, the Midco market
bags are here to give away at the Farmers Market, and IAC will give away ice cream bars. All PRC volunteers be
at Lilleskogen Park at 5:30 p.m. to help set up and direct residents as needed; dinner opens at 6. Patti Ray
reported 8 stories have been received but only % agreed to be in attendance which is required to be considered.
Ray is seeking additional stories and preparing an article for Country Messenger. Gorham to notify Public Works
the items needed to be provided by the city. Ray is also arranging for each current classroom teacher to be
present to receive the classroom award. Gorham communicated Mayor Kronmiller's inquiry to consider
renaming the event, which staff reminded that any name changes would be suggested by IAC. Morell to request
mosquito treatment at park. Gorham to meet July 23rd for an update with Ray & Midco.
Taco Daze Pickleball planning
Gorham considering names for two divisions. Fun class & Non -Fun Class? Advanced? Competitive? Last year,
registrations filled on the first day, Gorham completed the tournament in 6 hours. Gorham anticipates needing
assistance to manage two separate tournaments to complete in 4 hours and reserve the dedicated tennis court
for spectators. Gorham requested registration form state the assignment of class is solely at the discretion of
the tournament director for all registrations. All consented.
