Background: City Code Chapter 30.04 establishes the City’s Order of Business for its Regular
Council Meetings. The current order of business outlined by the meeting agenda does not reflect
the ordinance language. Council determined at their meeting on July 15 that a change in
ordinance language is needed.
Issue: Should the City approve the ordinance change as presented?
Proposal Details: The City's current regular council meeting agenda order does not match the
Order of Business outlined in the City Code. This amendment will change the Code language to
match the preferred agenda order.
Fiscal Impact: None
Options:

ORDINANCE NO. 2025-12
AN ORDINANCE AMENDING SCANDIA CITY CODE CHAPTER 30, SECTION 30.04
The City Council of the City of Scandia, Washington County, Minnesota hereby ordains:
Section 1: Repeal and Replace. The City of Scandia, Chapter 30 – Section 30.04 Order of
Business, shall be repealed and replaced as follows:
§ 30.04 ORDER OF BUSINESS.
(A) Order established. Each regular meeting of the Council shall convene at the time
and place appointed. Council business shall be conducted in the following order:
(1) Call to order and pledge of allegiance;
(2) Roll call;
(3) Approval of the Agenda;
(4) Law Enforcement Report;
(5) Public Forum;
(6) Approval of Consent Agenda
(7) Public hearings;
(8) General Business;
(9) Committee reports;
(10) Staff reports; and
(11) Adjournment.
(B) Varying order. The order of business may be varied by the presiding officer.
Section 9: Effective Date. This ordinance shall be in full force and effect upon its adoption.
