City of Scandia Parks and Recreation Committee Monday, August 4, 2025
A meeting of the Parks & Recreation Committee was held on the above date at the Community Center and Zoom.
Present: Terry Gorham (Chair), Greg Zauner (Vice-Chair), and Kathy Sanville. Absent: Dustin Hegland and Kim
Johnson (via Zoom.) Also Present: Charles Fischer (Director of Public Works), Mike Lubke (City Council), and
Brenda “Bee” Stignani (Office Assistant). Gorham called the meeting to order at 6:04 pm. A quorum was present.
PUBLIC FORUM
None
APPROVAL OF AGENDA
Gorham requested to add item 5b., Public Works Report and 7.C Response to the Gateway Trail decision for the
City Council to make. Zauner moved to approve the agenda as amended, which Sanville seconded. Motion
carried unanimously.
APPROVAL OF MINUTES
Gorham called for any additions or corrections to the July 7, 2025 minutes. No additions or corrections were
submitted. The minutes stand approved as documented.
REPORTS
Chair Report
Gorham reported all of his efforts this month have been on upcoming Item 6 a., nothing more to address.
Public Works Report
Fischer provided written report. Zauner requested an update on the Wayne Erickson Memorial Ball Field after
eradicating the gophers last year. Fischer reported success by vibrations and a deep freezing over the winter.
Lubke requested an update on his request for cleaning and removing graffiti at the Community Center
Playground, Fischer responded the storm cleanup efforts took precedence, but is on the schedule to be
addressed.
OLD BUSINESS
Draft Letter to Washington County Parks
Gorham requested feedback on the drafted letter included in the meeting packet. Fischer suggested including
the final version of the letter in the City Council meeting. At report time, ask for Council support. A more formal
resolution of support could be requested later, during the public engagement period. Gorham directed to finish
the letter and include in the next Council Report.
National Night Out Table
Scandia Farmers Market table was rained out, discussion concluded to reschedule on September 3rd. The same
purpose and plan for NNO tomorrow. Zauner volunteered to pass out material (bike maps and park maps.)
Sanville to forward the topical questions she had prepared for collecting feedback informally through
conversations at both events.
Scandia Community Fun Day event planning
Gorham requested feedback on the status of the email sent to staff with requests identical to last year’s event.
PW working on list, no issues. Portable satellite ordered. Zauner to assist setting up the tent on Tuesday the
12th. Midco staff helps set up on 13th. Gorham requested all PRC members available help to direct people to be
at the park at 5:30 p.m. Johnson confirmed she can help too. Zauner will message Mayor Kronmiller. Patti Ray
has 8 stories, Gorham to confirm with her that he will put out the stories. Gorham thanked Ray for all her efforts
to keep this event going with Midco.

Taco Daze/Pickleball tournament planning
Gorham sent preliminary announcement to 70 past players and 3 active pickleball groups. Many responded
enthusiastically. Gorham considering August 15th to open registrations for 18 competitive plus a smaller fun
bracket to waive the mixed couple requirement. Staff to work with Gorham to finalize details. Gorham reported
having lined up volunteers already to help him during the tournament and the Lions have purchased the t-shirts.
Presentation of visiting all MN state parks
No set date. Gorham to connect with FSPT to see if they want to partner in this event.
PRC Operational Calendar
Reviewed, no comments.
NEW BUSINESS
Vinterfest Planning
Zauner reported the need to come up with a new and creative event to replace Snow Sculpture. Bolton & Menk
supported canceling as no one signed up last year. Discussion included considering a sledding competition (but
south facing slopes make snow conditions non-dependable) and a ‘putt-putt golf’ concept with hockey sticks
and tennis balls with either obstacles or croquet type goals. Zauner asked all committee members to brainstorm
other options. Zauner also reported Sister City is considering a Snowball race fundraiser and Gorham will follow
up to see if Ozark Tavern would still like to host Vinterbean at their location or sponsor another event. New food
trucks are lining up.
Stories for Scandia Elementary School
Stignani presented the concept Scandia Elementary School is presenting to the parents of kindergarten students
and the material they will prepare to put in the 8 story stands. The material will go up after the AI Story Contest,
where Stignani will confirm the exact dates needed and coordinate with Gorham to get them displayed. Stignani
also reported that Heather Benson is out of more stories to rotate and if Gorham is out also, the message will
be passed on to the school staff that more stories are needed.
Gateway Trail Input to Council
Gorham summarized Scandia’s role in the Gateway Trailhead project by the DNR. PRC consensus to write letter
to council expressing support of this project. Gorham to draft a letter to Council for discussion at the September
PRC meeting. Discussion included how much confusion there is over this longstanding project, but at this point
there is no direct Scandia taxpayer funding, this is through LCCMR funds from the MN State Lottery proceeds.

Motion to adjourn the meeting by Sanville, seconded by Zauner. Motion carried unanimously.
