08.c EDA Draft Minutes 07 22 25City of Scandia Economic Development Authority Board of Commissioners Meeting Minutes Tuesday, July 22, 2025 Attendance: Council members Steve Kronmiller and Jim Gribble. Also in Attendance: Executive Director Kyle Morell Residents in Attendance: Carolyn Smith, Patricia Lange, Jacqueline Chaves, Dave Wilske, Patrick Doyle, Call to Order: President Kronmiller called the meeting to order at 6:30 p.m. Approval of Agenda: Motion by Wilske, seconded by Lange, to approve the agenda as presented. Motion carried unanimously. Approval of Minutes: Minutes of the June 24, 2025, EDA meeting were not available. Welcome Letter EDA President Kronmiller collaborated with Treasurer Korby on identifying new residents to the community. Kronmiller is confident the EDA can identify new residents to send welcome letters to. Part of that letter was the introduction of local businesses to the resident. Scandia City Center Study and Wayfinding Director Morell presented the results of the study that focused on multimodal transportation within the Scandia City Center, which is defined by the elementary school on the west, Ozark Ave. N., Hwy 97 to the north and the Water Tower Barn site to the south. The study suggested new walking trails, bike trails, roundabouts with pedestrian crossings, wayfinding signs with a consistent color theme, and a rustic vibe. Previous wayfinding master plan estimates have been between $15,000 and $20,000. Morell will check with the City Engineer to see if the wayfinding work completed as part of the Study has reduced that cost. As a follow-up to wayfinding, the Board discussed how to inform new residents about the businesses and amenities within the Community. The discussion was wide-ranging, covering topics such as how to receive notifications of property sales, how to collect resident emails, and whether an EDA-specific email would be the most effective way to reach residents. President Kronmiller suggested that the City develop an interactive map showing local businesses and their contact information. Commissioners Chaves and Smith suggested reaching out to all new residents either electronically or via welcome letters. Action Item: Create a sample welcome letter, including a request for email addresses or sign-up for city notifications Sale of City Merchandise The city is not statutorily allowed to engage in commerce. Staff will collaborate with a local supplier to establish an online store that can be accessed through the City’s website. The Committee will also work with local businesses to sell city merchandise in their stores.
