INTERNET ACTION COMMITTEE
MINUTES
Thursday, July 17, 2025, 6:30 p.m.
Scandia Community Center, 14727 209th Street North
Attendance: Chair Bob Wilmers, Vice-Chair Patti Ray, John Carney, and Will Perry. Absent: Will Perry
Also in Attendance: City Administrator Kyle Morell
Call to Order – Chair Wilmers called the meeting to order at 6:30 p.m.
Approval of Agenda – Motion by Carney, seconded by Bradley to approve the agenda. Motion carried 3-0.
Approval of Minutes –The May 14, 2025, meeting minutes were approved on a motion by Bradley,
seconded by Carney, with the following changes. Bradley was in attendance, not on Zoom. Council
Liaison Kronmiller was also in attendance and not absent. All infill properties mentioned should be noted
as occupied. Motion Carried 3-0.
Public Comments – None
Midco Project Update
Morell shared an email from Midco’s government relations manager regarding the completion of their 2024 May
Township project and updates on BEAD. The email will be sent to the Committee for review and added to next
month's agenda for discussion.
Wilmer Email – Termination of Federal Digital Equity Act
Committee Chair Wilmers had asked that an email from DEED on the federal government’s notice that they were
terminating the State Digital Equity Capacity Grants be included in the packet for discussion. Due to his absence,
this item will be placed on next month’s agenda.
Outreach to Infill Properties
Council Liaison Kronmiller presented a list of all occupied addresses that do not have service via Midco.
Eleven addresses listed as 'in process' show as available for pre-registration on the Midco website. Staff
will work to refine the list to only show those that want or can have MidCo, and exclude properties that
are vacant or don't want service. Letters will be sent to the remaining properties asking if they need
service
Scandia Community Fun Day
The event is scheduled for Wednesday, August 13, 2025. It starts at 3:00 p.m. with the opening of the farmer’s
market. Four hundred bags were ordered again this year. Eight stories have been submitted. Meister’s will
provide burgers, Midco will provide cookies, and Vice-Chair Ray is getting ice cream for the farmers market
table. Release forms for the stories will be provided by Midco at the event. Ray is writing a social media post
and an article for the Country Messenger.

Community Center.
Adjournment – Motion by Carney, seconded by Bradley, to adjourn the meeting at 7:00 p.m. Motion
Carried 5-0.
