INTERNET ACTION COMMITTEE
MINUTES
Thursday, July 17, 2025, 6:30 p.m.
Scandia Community Center, 14727 209th Street North
Attendance: Chair Bob Wilmers, Vice-Chair Patti Ray, John Carney, and Will Perry. Absent: Stephen Bradley
Also in Attendance: City Administrator Kyle Morell. Absent: Steve Kronmiller, Council Liaison.
Call to Order – Chair Wilmers called the meeting to order at 6:30 p.m.
Approval of Agenda – Motion by Ray, seconded by Perry, to approve the agenda. Motion carried 4-0.
Approval of Minutes –The June 16, 2025, meeting minutes were approved on a motion by Ray, seconded by
Perry. Motion Carried 4-0.
Public Comments – None
Midco BEAD Email
The Committee discussed an email from Midco alerting the City to BEADs Restructuring Policy Notice of
Funding Opportunities. Chairman Wilmers stated he did not believe this would have any effect on the City’s
Border to Border grant. The City would only be able to secure BEAD funding for properties that are not currently
served or are not in the queue to be served. The City will work with Midco and continue to utilize the State’s
long driveway program to reach all infill properties.
Wilmer Email – Termination of Federal Digital Equity Act
Committee Chair Wilmers had asked that an email from DEED on the federal government’s notice that they were
terminating the State Digital Equity Capacity Grants be included in the packet for discussion. This, too, should
not affect the City’s efforts. It is for areas that are difficult to get to in sparsely populated areas of the state, which
is not Scandia.
Outreach to Infill Properties
The Committee asked staff to draft a letter that can be sent to infill properties inquiring about the desire
for connection with Midco. The letter will highlight information on the State’s long driveway program
and encourage registration by those who qualify. The Committee will refine the list at its August
meeting.
Scandia Community Fun Day
The event is scheduled for Wednesday, August 13, 2025. It starts at 3:00 p.m. with the opening of the farmer’s
market. Advertising will begin this week. Eight stories have been collected, and all eight children will be in
attendance. Bags will be distributed beginning at 3:30 p.m. Public Works will set up the tent and table.
