06.g Winter Seasonal Hiring Consent Item Date of Meeting: September 16, 2025 For: Honorable Mayor and Council From: Brenda “Bee” Stignani – Office Assistant Subject: Winter Seasonal Staff Hiring - Consent Background Public Works hired eight total Rink Attendants for the 2024-25 season to manage the daily shifts and monitor conditions of the Warming House and two ice rinks. This year Public Works plans to continue with seven Rink Attendants plus one Lead Rink Attendant. Staff has contacted past Rink Attendants, and six have indicated they would like to return this season: Luke Berry, Brekon Hegland, Tristan Hegland, Carter Marincel, Elliot Schaefer, and Jackson Scholz. Normal operation requires one Rink Attendant assigned per shift. Currently staffing requires nine shifts Monday-Sunday. Staffing expands to 14 shifts per week during the Holiday break. With six returning attendants Public Works will need to fill the Lead Rink Attendant position Public Works has also hired two Seasonal Plow Operators for the clearing of snow from roads and parking lots. Public Works plans to continue staffing two operators. Staff has reached out to past Seasonal Plow Operators and one position will need to be filled for the season , and both if James Gribble does not return. Public Works has also hired one Rink Maintenance Seasonal for the maintenance of the ice rinks, care of the warming house facility, along with clearing snow from sidewalks through the Village Center and City Hall. Public Works plans to continue with one Rink Maintenance Seasonal staff and is waiting to hear if Neil Swenson will return. Issue Should the City post for one Lead Rink Attendant at a rate of $15.50/hour and one, or two if needed, open Seasonal Plow Operator position at a rate of $18.00/hour for the 2025-2026 Rink Season? Should the City post for one Rink Maintenance Seasonal staff if Neil Swenson declines returning at $15.50/hour? Also, should the City re-hire the past seasonal staff listed above? Fiscal Impact All positions have been budgeted for in the 2025-2026 budgets. Recommendation for Consent (1) Staff is recommending to hire Luke Berry and Brekon Hegland at $13.75/hour, and Tristan Hegland, Carter Marincel, Elliot Schaefer, and Jackson Scholz at $14.25/hour as returning Rink Attendant staff. Staff is also recommending hiring Jim Gribble as a returning Seasonal Plow operator at a pay rate of $19/hour if he accepts. Staff is also recommending hiring Neil Swenson as the returning Rink Maintenance Seasonal staff at a pay rate of $16/hour if he accepts. Along with rehiring previous seasonal staff, Public Works is recommending to post positions for one Lead Rink Attendant at $15.50/hour, one Seasonal Plow Operator starting at $18.00/hour and if needed, a second Seasonal Plow Operator and one Rink Maintenance Seasonal staff at $15.50/hour .
