Re: 2026 Street Improvement Project
Request to Authorize Preparation of Plans and Specifications
Dear Mayor and Council:
As part of the pavement management plan and in coordination with City Staff, we request that
the City Council authorize preparation of plans and specifications for the 2026 Street
Improvement Project on 197th Street, otherwise known as “Dinosaur Hill”. The full scope of this
project was determined upon completion of preliminary topo survey and discussions with City
Staff. The project scope will include the following:
• Reconstructing 197th Street to a minimum width of 14 ft, including full excavation, new
aggregate base, and bituminous pavement for the street build.
• Constructing a retaining wall along the bluff that will allow the roadway to shift East.
• Adding a guardrail along the East side of the road for safety (MnDOT Type 31 “W”).
• Adding storm sewer pipe and structures as needed to effectively drain and treat water.
This project will be crucial for the City of Scandia to continue providing access for emergency
vehicles to the increasing number of year-round residential homes accessed by 197th Street.
The City budgeted a total of $870,000.00 for this project. This project required topo survey, soil
boring collection, and wetland delineations which have already been completed.
September 16th Update:
City Staff held an informational public meeting on Monday September 8th at 6:30pm where Kyle
Morell, Charles Fischer, Mike Hinz, and Isiah Bubany presented information on this project and
answered resident questions. It was stated to all residents who attended that the City
encouraged them to include written comments and emails to City Staff that Council could
review prior to making a decision on this project.
Based on the discussions at the September 8th meeting, City Staff believe that we have much
more support for this project now than we did back in August. While residents still have their

concerns about the construction process and final aesthetic of the project, they expressed
overall support for these improvements with the caveat that they remain involved during the
design process. This will be a key aspect of the design process to ensure that construction is
completed in a manner that minimizes impact to residents in the area and allows for them to
access/leave their homes when necessary, during construction.
Based on the additional coordination and meeting held with residents in this neighborhood, we
request that the City Council authorize the preparation of plans and specifications for the 2026
Street Improvement Project with a budget of $870,000.00. If approved, the project team will
continue to solicit input from property owners and evaluate additional cost-effective options to
implement along 197th Street.
The anticipated project schedule is as follows:
Authorize Preparation of Plans & Specifications September 16, 2025
Approve Plans & Specifications/Authorize Ad for Bid January 20, 2026
Bid Opening March 4, 2026
Consider Contract Award at City Council Meeting March 17, 2026
Construction May - September 2026
