10.h Capital Improvement Committee Staff Report Date of Meeting: February 21, 2017 To: City Council From: Neil Soltis, Administrator Re: Capital Improvement Committee Background: In 2015 the City Council appointed a Capital Improvement Committee to work with staff to develop a 2016 – 2020 Capital Improvement plan and to look beyond those years for projects that will have a major impact on the City’s finances for an additional 5 years. In 2016 the Council determined that appointing a committee on an annual basis with the task of updating a 5-year plan was not necessary and that a biennial cycle would be more appropriate. At the January Work Session it was determined that the Capital Improvement Committee should include the Public Works Director, Fire Chief, City Administrator, a Park and Rec Committee member, and 3 citizens at-large. Since then the Parks & Public Works Committee has designated Terry Gorham as their representative. Additionally in the discussions regarding the Comprehensive Plan Steering Committee is was recommended that Perry Rynders, who was not selected as a Committee member, be offered the opportunity to be on the CIC. I ’ve contacted Perry and he is willing to be a member. Issue: How would the Council like to proceed to fill the 2 remaining slots on the Committee. Options: 1. Solicit interest from other Comprehensive Plan Steering Committee applicants who were not selected. 2. Solicit interest from the community at large.
