Staff Report

Re: Log House Landing Ramp
Background:
At the February Work Session the Council took action to direct the Parks and Recreation
Committee to study the following alternatives for the Log House Landing ramp and come back
with a recommendation.
1. Continue with improvements to the ramp as presented,
2. Restrict use of the ramp to non-motorized walk-in / carry-in,
3. Close the site completely, or
4. Leave the site as it is now with no improvements.
The Committee discussed the project and the previous Committee actions regarding the
Landing at its February meeting. Committee has allocated time for public comment regarding
the alternatives for Log House Landing at its March 6, 2017 meeting.
Since the Committee meeting, questions have been raised regarding outreach to the
community, information on the alternatives, and whether the Committee is the proper body to
hold a public hearing regarding the alternatives.
Issue:
Does the Council wish to change its directive to the Committee with regard to studying the
alternative and making recommendation.
Options:
1. Allow the Parks & Recreation Committee to conduct the public comment session at
its March meeting and then make its recommendation to the Council.
2. Request the Committee defer holding the public comment session at the March
meeting to enable a greater outreach effort regarding the alternatives .
3. Request the Committee defer making a recommendation until the Council or other
body can hold a public hearing.
4. Take action on alternative 2, 3, or 4 since these actions would be outside of the joint
project with the Carnelian Marine St. Croix Watershed District.
