Email from Colleen McLaughlin - 19225 Oxboro Ave N - Ditch mowing and tree trimming 09 30 251 Kyle Morell From:Colleen McLaughlin <mclarsky@gmail.com> Sent:Tuesday, September 30, 2025 2:03 PM To:Charles Fischer; Kyle Morell Subject:Re: Dear City of Scandia, Your recent mowing activities were way over the top. You mowed raspberry and black cap berriy patches that we have had for 20 years to make jam and berry sauce. Mowing more the 5 - 7 feet is unnecessary and damaging. It removes privacy and the natural vegatation. We moved out here for our views and secluded nature of property. Due to poor past mowing and trimming practices we lost 3 oak trees over 100 years old. We complained and the city paid to remove them. The public works left dead limbs/brush behind; the diameter of these limbs is 3,4,5 inches in diameter, indicating it has never been mowed in the past the City has never come this far onto our property, to maintain the safety of the road. It has not been any part of any regular or continued maintenance therefore trespassing. I have spent enough time cleaning up left debris and repairing damages to our property. Including painting and recutting damaged limbs on these oak trees to prevent the spread of oak wilt that could kill remaining oaks. During this last mowing event public works employees left behind deep ruts on both sides of the street. Mowing on wet soil puts our remaining trees roots in danger; how is this maintenance ? It appears to be damage and destruction. Our property is filled mature oaks. I have counted at least 10 other dead trees on oxboro in recent years. Cutting and removing trees and native vegatation on the steep slope on the east side beyond 5 feet is damaging the stability of the slope changing the topography, adversely affecting my property. In addition, City forces aglreessively trespassed onto private property along the south end of Oxboro Ave. I cannot attend the meeting on October 1st so please include this in the public comments on new mowing ordinance. I am 100 percent against new mowing procedures Colleen Kordosky On Sep 25, 2025, at 12:02 PM, Colleen McLaughlin <mclarsky@gmail.com> wrote: CITY OF SCANDIA ORDINANCE NO.: 2025- 11 AN ORDINANCE AMENDING ORDINANCE 198, ALSO KNOWN AS CHAPTER 155 OF THE CITY CODE, 8. 0 VEGETATION AND LAND ALTERATIONS REGARDING GRADING, FILLING, AND RETAINING WALLS The City Council of the City of Scandia, Washington County, Minnesota hereby or dains: 2 Alterations of topography are only allowed if they are accessory to permitted or conditional uses and do not adversely affect adjacent or nearby properties
