Chair Jinks called the meeting to order at 7:00 p.m.

APPROVAL OF AGENDA
Motion by Hegland, seconded by Gorham, to approve the agenda. The motion carried 4-0.
APPROVAL OF MINUTES
Motion by Zauner, seconded by Hegland, to approve the November 7, 2016 minutes. The motion
carried 4-0.

Chair Report
Jinks informed Vice Chair Zauner attended the November 15 City Council meeting in his absence.
Vice Chair Report
Zauner reviewed his written report with Committee members. This report was provided with the
meeting materials.
City Administrator Report
Administrator Soltis provided a written report. Jinks reviewed the report with Committee members.

Jinks would like to ensure the Committee's budget requests for 2017 include $1,800 for the bike trail,
$2,000 for Lilleskogen, $2,000 for the YMCA summer park play days program, and $1,000 in events.
Negus agreed to follow up with Administrator Soltis. Negus also informed of the December 7 public
hearing on the 2017 budget.
Jinks informed of a 10-12 member steering committee that is being formed for updating the 2040
Comprehensive Plan. The committee will include members from other commissions and committees as
well as City advocates.
Staff Report
Negus reported there are currently five registrations for the beginner Learn to Skate program. There are
no registrations for the Pleasure Skating program to date.

OLD BUSINESS
Vinterfest Updates
Jinks proposed staff order three portable toilets for Vinterfest events. Lee agreed to solicit a donation
to cover some of the expense.
Motion by Jinks, seconded by Zauner, to order two regular and one handicapped portable toilet. The
motion carried 4-0.
Jinks reported Alex Bildeaux agreed to provide fire rings and wood for bonfires. It was suggested there
could be a bonfire at the T -ball field as well as the Community Center.
Negus shared information regarding the Kubb tournament, including the event time change to 10 a.m.
to 4 p.m.
There was discussion about the number of Vinterfest buttons to make. Committee members agreed
having 20 buttons in each of the six boxes to start. Zauner agreed to distribute to area businesses and
Jinks agreed to bring to Lions events.
Jinks asked Committee members to consider Corey Roberts' request to waive the $100 fireworks permit
application fee. The Committee agreed the Scanley Cup hockey tournament was a nonprofit event that
is the centerpiece of Vinterfest events and attracts many people to the City of Scandia.
Motion by Jinks, seconded by Zauner, to waive the fireworks permit application fee. The motion
carried 4-0.
Finalize Vinterfest Promotional Materials
Jinks shared the proposed Vinterfest 2017 poster. Jinks will provide Negus with the Vinterfest poster
file.
Judge the Button Design Contest
Committee members reviewed all contest submissions. The following were determined the finalists:
First place-Ava Hanson; Second place-Kalee Hays; Third place -Greta Wrixton
Review PRC Operating Calendar
Jinks shared the Committee's January 2017 meeting will be an opportunity for final Vinterfest planning
and details. Vinterfest recap and the Committee's annual report will be discussed at the February 2017
meeting.

Summer/Winter Recreation Programs
Jinks asked the Committee to consider focusing our recreation programs on different age groups based
on the City's demographics, specifically the 55+ age group. The Committee suggested the following
programs: bocce ball, shuffleboard, pickle ball, and dance (swing, polka, and ballroom). Committee
members agreed to offer suggestions for other recreation programs over the next couple months.
Negus encouraged Committee members also consider who would instruct these programs and
compensation.

Motion by Jinks, seconded by Gorham, to offer additional summer programming. The motion carried
4-0.

Lee noted this would be the last Parks and Recreation Committee meeting he would be attending. The
City Council will elect another representative after the first of the year.
