w SCANDIA Staff Report Date of Meeting: December 20, 2016 To: City Council From: Neil Soltis, Administrator Re: Administrator's report Committee and Commission volunteer opportunities — Information on these opportunities and application have been posted on the City website and Facebook page. The positions to be filled are: Planning Commission and Wastewater Advisory Committee. Those applications are due on December16 and will be submitted to the Council for review at the January work session. Applications for the Comprehensive Plan Steering Committee are due by December 28. There will be 1 term expiring on the Parks & Recreation Committee for which the opening will be posted later this month. Smith variance application - The Smiths have requested an extension of the permit review until September 30, 2017 so that they can be present when the Council visits the site. Based on the extension request from the applicant, the Council will need to make a decision at or before its September 19, 2017. Property/ Casualty Insurance Refund — Based on a number of factors including a reduction in anticipated liabilities on existing claims, the cost of claims incurred less than anticipated, and a reduction in reserves for Drivers' Privacy Protection Act claims, the League of Minnesota Cities Insurance Trust is distributing dividends totaling $25,000,000 to its members. The City has received a dividend of $17,144. This is significantly higher than the amounts received in previous years (2015 - $11,348. 2014 - $5,883, 2013 - $6,079).Because of the uncertainty of receiving a dividend, no amount had been budgeted for 2016. Oakhill Cottages storm shelter closeout— Washington County HRA has submitted the request for reimbursement to the State for the storm shelters that were constructed this year. Under the terms of the hazard mitigation grant the funds will be sent to the City and the HRA will invoice the City for the full amount. A special revenue fund will be set up for the accounting of these transactions. Based on the completion of the project and the final billing in 2016, these will be reflected in the City's 2016 financial statements. Log House Landing Boat ramp —Tom Reich of MN DNR has prepared an alternate design for the ramp that uses concrete planking for a major portion of the project. A portion of the plan follows this report. At some point a meeting with the Watershed District Board will be needed to review the original and previous designs. Ideally proposal should be solicited for this work early enough in the year before contractor's schedules are booked up. IT Cabling —The work to relocate the telephone, internet, and cable demarcation along with the IT equipment. To a secure location has been completed. Kudos to Colleen for coordinating the work. Metropolitan Mosquito Control District — A report on the District's 2016 activities follows this report. Solar farms — The development agreement for the Hogle solar farm has been executed. The construction should be completed before the end of the year. There have been inquiries regarding another solar farm on Manning; however, nothing has been filed with the City to date. Work is continuing on the draft of the development agreement for the Argo Navis / Geronimo solar farm. Comprehensive Planning — Bolton Menk prepared an application for 2017 Health in Comprehensive Planning Partner Project funding through the Statewide Health Improvement Program (SHIP). The application would provide for 90% funding up to $4,000 for enhanced community engagement (focus groups and pop-up meetings) and for an update of the City's recreational facilities. The application was due on December 15 and , if awarded, the funds will be available on a reimbursement basis starting January 2017 through October 31st, 2017. Scandia & Zavoral Mines — Sherri Buss & I went out on the annual inspections of the mines. Zoning Compliance — I am working with Deputy Yetter on compliance issues related to accessory buildings in 3 locations, potentially unauthorized fill in one of the same locations, unpermitted driveways, and a junk vehicle in a separate location. PUBLIC WORKS ACTIVITIES The following is an update through the end of November. I think the opportunity to supervise the Department over the past 6 months has provide me with a better understand of the City and the issues facing the City. This experience will prove to be invaluable in the future. Roads and rights-of-way: • New street name signs were installed in the areas there were seal coated this past fall. Additionally damaged sings were replaced on Oldfield and Oren. • A meeting was held with the Public Works crew to review plow routes, additional pre -season maintenance, and the ice and snow removal policy. • An areas that was damaged by the fall rains caused by a plugged storm water inlet on Melanie was repaired and seeded. • Sod repairs were completed on areas damaged by the 1" snow event • After the 1" snow event the work on shouldering road edges continued. • Based on resident complaints Pilar Road was graded to eliminate the washboarding and potholes • Areas of 228th St. were patched in response to a resident complaint. • Additional patching was done on 240th, Maxwill, Lakamaga and Oren • Brush was removed from an area on Mayberry in response to a resident complaint • The holiday wreaths were installed. 5 outlets were not working and Webb Electric has been contacted to repair those outlets • Webb Electric has also been contacted to replace a ballast on one fo the street lights that is not functioning • Helke Tree removed 4 large dead trees located in City rights-of-way on 195th St. and on Oxboro • Peterson Excavating completed the repairs to the culvert and ditch on 182nd St. • A couch and tires from 2 locations were picked up and disposed of. Parks and Grounds • The rink and warming house were prepped for the ice skating season and preventative maintenance was performed on the Zamboni. • The boat dock at Goose Lake was removed for the season. Sewers: • The November and December inspections were completed and the November DMR report on the Bliss addition was submitted to the MPCA • Peterson Excavating removed the roots from septic tanks in the Anderson -Erickson and Bliss sytems that had prevented the tank from being pumped. Precipitation was about average through June. Precipitation increased in July and continued through August and September. The more typical dry period did not occur in 2016. This resulted in high levels of mosquito production. We treated the majority of our overall 320,000 acres between late April and mid September. In 2016 the Minnesota Department of Health reported 46 human West Nile virus (WNV) illnesses; ten of those cases were reported in people who live within our District. No cases of La Crosse encephalitis were reported in residents of the state. MMCD employees continued to monitor and control populations of mosquitoes capable of transmitting disease right up until we received our first frost this fall. MMCD employees also controlled immature black flies in small steams and large rivers throughout the metropolitan area. These treatments have resulted in significantly fewer adult black flies when compared to a time before we conducted treatments. MMCD staff also continued to monitor the distribution of ticks capable of transmitting disease, and worked with the Minnesota Department of Health to provide information designed to reduce the risk of tick transmitted diseases.
